Parish Council Meeting 

on Monday 23rd November 2020

A remote meeting on Zoom video conferencing commencing at 7.00pm

1) Chairman’s Introduction, Announcements.  Vice Chairman welcomed everyone to the meeting.  This is third zoom meeting.  Will invite members of public to speak with Council, and the Council will listen to everyone’s concerns.
 
All members of public attending wanted to listen to meeting, general comments.
 
2) Public Questions, Comments or Representations. None.
 
3) Apologies for Absence. Chairman Richard Dixon-Warren, Police
 
4) Updates – LCC/SKDC/Parish Council/Police.
 
a) LCC Update:  No update received.
 
b) SKDC Update:  Moving on with Covid.  SK Today published with what is going on, what is opening up.
 
c) Police – No update received.
 
5) Disclosures of Interests.  Cllr Bailey (11(a) ii) Tenant - dispensation agreed for comments.  
 
6) Minutes.  To resolve that the minutes of the meeting of the Council meeting held on 30th September 2020 be signed as a correct record.  Cllr Smart proposed, seconded Cllr P Dixon-Warren, all in agreement.
 
7) Matters arising from the Minutes 30th September 2020.  None.
 
8) Administrative Report and Correspondence Received.
Update on income and expenditure to date - spreadsheet circulated to all councillors via email.
 
9) Budget and Invoices to be agreed for payment.  
 
23rd November 2020:
HMRC - £34.60
Parish Clerk Salary – £138.74
Community Cleaner – £104.64
Contribution towards mowing Churchyard – £420.00
 
Cllr Bailey enquired if Parish Clerk had managed to source better rate re telephone charges.  Parish Clerk advised new contract set up with effect from 30th October.  Confirmation awaited of first invoice £7 a month.
 
Cllr Bailey proposed, seconded Cllr Rayfield that above expenditure be approved, all in agreement.
 
Income Received:  
£453.44 Community Cleaner Grant 2nd Instalment.
 
 
10) Planning Applications Update.
S20/1892 – the Parish Council had no objections to raise.
S20/1915 – the Parish Council had no objections to raise
 
Planning Application re Parish Land – approved.
    
11) Business Items:
a) S20/1851 – 44 Chapel Lane – planning application only received at teatime today – need to look into this application in great detail -agreed to hold and Extra Ordinary Parish Council meeting – deadline for response to SKDC is 14th December.  Parish Clerk will make enquiries to possibly extend response time (SKDC responded to request extension of time to respond 20th December). SKDC Peter Moseley advised that Local Planning Policy be reviewed to guide response.
 
b) Parish Land.
i) Policy, tenancy changes, maintenance and tenants issues - Cllr Bailey enquired why payment of only £515 received from tenant who has 8.5 acres.  Parish Clerk to investigate. (Further invoice sent requesting second payment).
 
Cllr Bailey enquired why no payment received re LCC piece of Land.  Parish Clerk to investigate. (Looking back on records Parish Council were considering purchasing – hence no invoices sent) is this still the case?
 
ii) Application for planning permission for change of use – this has been granted.
 
c) Transfer of Responsibility for Churchyard Maintenance.
Cllr Dixon-Warren will be talking with them before taking over – lot of work to do before the Parish Council take over.  Everything needs to be put right – transfer maintenance over to the District Council.  Cllr Moseley advised contact Environment SK directly if need one off piece of work.  
 
d) Website.  Cllr Bailey advised ready to go – proposed going live from 1st December 2020, pictures can be changed, limited with layout (things cannot do) etc.  We can put on facebook page advertising new format, noticeboards.  Seconded Cllr Smart, all in agreement.
 
12) Any other Business.  
Response from Zurich – follow up for further clarification, do the Parish Council wish to pursue – consensus feel we are chasing our tails!
 
State of pavements northside of Haconby Village – LCC – uneven and getting worse (particularly dangerous when dark) also outside 15 Main Street, Main Street opposite Northfield House.  Cllr Blackbourn suggested walkaround the village to note all problems which can then be reported to SKDC/LCC.  Cllrs Blackbourn, Rayfield and Winn will schedule within next couple of days.
 
13) Date of Next Meeting. Date TBC Tuesday 12th January 2021 – Remote Meeting commencing 7 pm on Zoom.
