PARISH COUNCIL MEETING 15 MAY 2026
FOLLOWING ANNUAL PARISH MEETING AND ANNUAL PARISH COUNCIL MEETING
HARE AND HOUNDS PUBLIC HOUSE, HACONBY
MINUTES
Present: Cllrs R Dixon-Warren (Chairman), B Blackbourn (Vice Chairman), J Fielding and D Winn.
Apologies: Cllr R Fielding Public: departed.
LCC: Not present. SKDC: Cllr K Abel Clerk: Vacancy – notes by JF
1. Chairman’s Remarks. No points arising from APM and APCM.
2. Declarations of Interest and Requests for Dispensations. RDW declared an interest as Secretary of the PCC. Dispensation agreed in accordance with requirements of the Localism Act 2011.
3. Last Meeting. Notes of meeting on 6 March 2026 – RESOLVED: JF proposed, BB seconded, approved unanimously.
4. External Updates.

LCC. None. RDW to follow up request to LCC to clear undergrowth along layby / Hacconby spinney to increase visibility of layby from road and discourage flytipping.

SKDC.

Support CCTV for A15 N layby and clearance of dyke. Action: JF to continue to feed all photos to SKDC and report using link on the SKDC website for fly tipping. Request support to have dyke cleared, drainage installed, backfilled and flattened. LCC support?

National Grid WMEL pylon project. Stage 2 of consultation later in 2026. SKDC completed Community Engagement Survey (as did Parish Council). Requested NG provide information face to face and in hard copy, not online, and community ‘pop-up’ events. SKDC Planning Officer and Ward Cllrs along preferred pylon line route coming together to oppose the project; working towards a firm official SKDC position on the project.

Police. No report. DW suggested advertising LincsAlert to Parish as a good source of information on Police activities.

5. Temporary Clerk’s Report. Bus Shelter application needs chasing. Action: JF.

Invoices for payment. £85.00 to J Kirby for highways verge cutting – Invoice No 0194.

Budget 2025/26. Circulated to Cllrs.
7. Planning Matters. Consider:

S26/0629: Full Planning Permission – construction of 3 bed self-build detached single storey dwelling at 21 Chapel Street, Haconby. Discussed in public forum for APM. No objections.

S26/0669: Conversion of existing agricultural barn into a three-bedroom house, change of use of agricultural land into residential garden and associated landscaping/ parking at Cherry Tree Barn Haconby Drove. No action required.

9. Parish Matters. Hear reports, discuss, resolve / approve action as required:

Challenge correspondence. 2024/25 Annual Governance and Accountability Return (AGAR). Remedial action complete. Await PKF Littlejohn follow up.

National Grid Pylons Project. Discussed in SKDC update and under ‘Specific Correspondence’. Community Benefit Survey closes 31 Dec 27 – questions to be posted on HSPC and HASPAG Facebook pages.

Role Based Email Accounts. BB and DW to be assisted, Clerk’s email to be activated.

Local Government Reorganisation – Greater Lincolnshire. Missed consultation 5 February to 26 March 2026 – await results.

Parish Land. Update on tenancies. Plots 1,2, 3, 4, 5A and 5B, and 9 rented on CLT, and Plots 6-8 rented on FBT. Plot 5C rented for beekeeping. Expressions of interest pending for two Garden Allotments in 5E. Agreed rent for allotment to be £50.00 per year.

Action: Inform tenants and resident of Hacconby Grange of beekeeping in Plot 5C.

Agree: hire of skip (estimate £240.00 for one day) for removal of former allotment rubbish after allotment cleared for beekeeping and hedges cut.
f. Parish Community.

Parish Council Succession Planning. RDW, BB and DW (‘Dad’s Army’) have collectively served on Parish Council for over 45 years. Plan step down by Annual Meetings 2027. Action: Volunteers needed or SKDC will have to take over.

Haconby ‘Green’ tree. PC has been asked what is to be done with the dead Sweet Chestnut planted to replace the old Horse Chestnut. Not a Parish Council responsibility but in response to request, agreed to remove the dead tree and move the plaque to a safe location under the bench. Action: inform Parish via Facebook and website.

Speeding. DW highlighted concerns expressed about speeding through villages. Action: Council increase awareness of law and risks of speeding – notices, website, Facebook.
g. Parish Maintenance.

Water leaks – LCC / Anglian Water. Chapel St. Repairs planned for night 26 / 27 May from 20:00 hrs. Action: RDW ascertain and promulgate details for residents.

Grass cutting – highways verge and closed churchyard. Separate contracts let.

A15 layby. Discussed previously.
