HACONBY & STAINFIELD PARISH COUNCIL ANNUAL PARISH COUNCIL MEETING
WEDNESDAY 28TH APRIL 2021
A REMOTE MEETING ON ZOOM VIDEO CONFERENCING
FOLLOWING ANNUAL PARISH MEETING
 
Present: Councillors Derek Bailey, Brian Blackbourn, Richard Dixon-Warren, Janine Rayfield, Paul Smart, David Winn
 
Parish Clerk – Mrs Wendy Gray 
 
1. Election of Chairman.  Cllr Blackbourn proposed Cllr R Dixon-Warren as Chairman, seconded Cllr Rayfield, all in agreement. 
 
2. Chairman’s Declaration and Acceptance.  Cllr R Dixon-Warren accepted. 
 
3. Election of Vice Chairman.  Cllr Winn proposed Cllr Bailey as Vice Chairman, seconded Cllr Smart, all in agreement, Cllr D Bailey accepted. 
 
4. Co-option of New Councillor.  Cllr Bailey proposed Laura Leyland be co-opted on to the Parish Council, seconded Cllr Smart, all in agreement.
 
5. Receipt of Declarations of Acceptance of Office by Members.  All documentation scanned across and completed. 
 
6. Declarations of Interest.  Cllr Dixon-Warren (Secretary of Haconby with Stainfield Parochial Church Council), Cllr Bailey (Parish Land Tenant). 
 
7. Minutes.  To resolve that the minutes of the meeting of the APCM held on 15th May 2019 be agreed and signed as a correct record.  Cllr Rayfield proposed, seconded Cllr Blackbourn, all in agreement. 
 
8. Committees.  Agreed in 2019 not to have committees anymore but current allocation of responsibilities for Council tasks and administration.
 
9. Review Inventory of Land and Assets.  No change to ‘Details of Public Land and Building Assets’ published in the Parish Information & Policy Guide on Parish Council website. 
 
10. Appoint Representatives to Outside Bodies.  No representatives appointed.
 
11. Consider Payment of Annual Subscriptions. 
 
a) Lincolnshire Association of Local Councils (LALC) – all in agreement. 
b) Black Sluice Inland Drainage Board – all in agreement.  Cllr Dixon-Warren undertook to forward a map of BSIDB area of responsibility. 
c) Insurance – Zurich Municipal 5-year plan.
 
12. Adopt / Review Governing Documents.  Adopted – upload to Parish Council website.
 
a) Parish Council Information & Policy Guide.
b) Parish Emergency Plan – review in 2021.
 
13. Forecast of Meetings 2021-2022.
 
Wednesdays at 7.15 pm – 14th July, 8th September and 10th November 2021, 12th January and 9th March 2022.
 
14. Conclusion.  Meeting closed at 7.45 p.m.
