HACONBY & STAINFIELD PARISH COUNCIL PARISH COUNCIL MEETING 
WEDNESDAY 28TH APRIL 2021
A REMOTE MEETING ON ZOOM VIDEO CONFERENCING
FOLLOWING ANNUAL PARISH COUNCIL MEETING
 
Present: Councillors Richard Dixon-Warren (Chairman), Derek Bailey (Vice Chairman),
Brian Blackbourn, Laura Leyland, Janine Rayfield, Paul Smart, David Winn
 
Parish Clerk – Mrs Wendy Gray
 
1) Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed everyone to meeting.
 
2) Apologies for Absence.  None.
 
3) LCC Update.  None.
 
4) SKDC Update.  None.
 
5) Police / PCSO Report / Neighbourhood Policing Update.  No Police attendance or update.  Cllr Dixon-Warren briefed on information he had obtained from the Chief Inspector, West Area Local Policing, North & South Kesteven, on the deployment of unarmed and armed police, a police dog and a drone to Haconby on 6 April:
 
• A report of an incident in Haconby was received at 02.43 am on 6 April – what sounded like a gunshot along with raised voices from vicinity.  Unarmed local Officers responded initially followed by an armed deployment because of the possibility that a firearm had been discharged.
• A drone and police dog were deployed to facilitate a wide area search, if required, and enquiries were made at five addresses.  Those involved in the incident were identified, it was established that no firearm had been discharged and no arrests were made.
 
6) Disclosures of Interests.  As disclosed at APCM.
 
7) Risk Assessments.  Reviewing, each Cllr has an area that they look after across the parish and will be reviewing, planning issues, overhanging trees/vegetation.
 
8) Minutes.  
To resolve that the minutes of the meeting of the Council meeting held on 10th March 2021 be signed as a correct record – Cllr Rayfield proposed, seconded Cllr Blackbourn, all in agreement.
 
9) Matters Arising from the Minutes of 8 March.  None. 
 
10) Administrative Report and Correspondence Received. 
 
11) Invoices to be agreed for payment:
 
a) Black Sluice Internal Drainage Board – £62.51
b) D Knibbs Community Cleaner – £191.84
c) W Gray, Parish Clerk Expenses – £33.68
d) W Gray, Parish Clerk Salary – £138.74 (Invoice Awaited)
e) B Blackbourn, Parish Land Gates – £528.96
 
Cllr Blackbourn proposed that invoices be paid, seconded by Cllr Rayfield, all in agreement.  
 
Income Received:
SKDC (Precept) – £1,630
 
12) Planning Applications Update.
 
a) S21/0717: Outline Planning Permission – Hare & Hounds.  Discussion about traffic safety.
b) S21/1707: Side and rear extensions – Stainfield.
 
13) Business Items:
 
a) Parish Land.  Parish Clerk to contact LCC Cllr Hill for update on Plot 10 – unpaid invoice.
 
i) Policy, tenancy and maintenance issues.  Consensus reached at Parish Land walkabout on 21 April confirmed.
ii) Maintenance schedule.  
 
b) Closed Churchyard.  Updated.  Cllr Dixon-Warren to forward information from SKDC to all Councillors.
 
c) Website.  Inclusion of a local business link page discussed and agreed.  Cllr Bailey to circulate proposal to all Councillors.
 
14) Any Other Business.  Items for next meeting and issues / points arising from discussion for future discussion / resolution.
 
a) Parish Clerk Appraisal.  Council agreed.  Cllr Dixon-Warren to forward to Parish Clerk.
 
b) Online Banking.  Council agreed to consider switching to online banking.  Parish Clerk to check with NALC re policy.
 
c) Grass Cutting.  Cllr Bailey proposed and Council agreed that “the green “and designated verges be cut six times a year, three funded by LCC (as per current agreement) and three by the Parish Council.  Parish Clerk to obtain forecast from contractor.  Once dates received Cllr Dixon-Warren will draft a Parish Notice for website.
 
d) Shooting Rights.  Councillors agreed to restart the tender process this year – notice of tender to be posted 1st July.  Cllr Dixon-Warren will write to Mr Ewer.
 
e) Afternote – Casual Vacancy.  Chairman’s thanks to Paul Smart for his contribution to the Parish Council – a member of the Parish Council since March 2020, his resignation was effective after this meeting.
 
15) Date of Next Meeting.  14th July 2021 at 7:15 pm in the Hare & Hounds Public House.
