Minutes 12th January 2023

HACONBY & STAINFIELD PARISH COUNCIL MEETING

THURSDAY 12TH JANUARY 2023 IN THE HARE & HOUNDS COMMENCING AT 7.15 P.M.

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

Laura Leyland, Dennis Sharman, David Winn

  1. Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed everyone to the meeting. 

 

  1. Public Questions, Comments or Representations.  No members of the public were present. 

 

  1. Apologies for Absence.  Maisie McMahon (OPCC Safer Together Team).

 

  1. Updates - LCC/SKDC/Parish Council/Police.

Police update received and circulated.

District Cllr R Dixon-Warren – Aveland Update circulated to all Cllrs. 

 

  1. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC), Cllr Sharman (Member, PCC).

 

  1. Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 10th November 2022 be signed as a correct record.  Cllr Winn proposed, Cllr Sharman seconded, all in agreement for Minutes be signed.

 

  1. Administrative Report and Correspondence Received.

LGA Model Code of Conduct drop in sessions to promote adoption of Code – email circulated.

FTTP Fibre Build – email circulated.

Memorabilia re Coronation King Charles III 6th May 2023.

 

  1. Invoices.  Discuss and resolve payment and ratification as required.

Parish Clerk salary £243.54

Parish Clerk expenses £22.50

Cllr Dixon-Warren not yet submitted invoice for wreath (November payments).

 

Cllr Blackbourn proposed above payments are made, Cllr Sharman seconded, all in agreement for payments to be made.

 

Income Received since last meeting: None.

           

  1. Planning Applications.  No new applications received.

 

  1. Risk Assessment Update – November meeting Cllr Dixon-Warren circulated document.  RDW will incorporate into the Parish Guide.  Suggest use website version – over 100 pages updated.  RDW will send link for all to look at – if anything needs to be taken out.  Reported on Fix My Street re flooding (unblocking drains).

 

  1. Business Items:

 

  1. Parish Finance.   Precept 2023-2024 – agreed 2.5% increase i.e. £1,721 – Parish Clerk to submit documentation to SKDC.

 

  1. Parish Land –.Still some work to be finished off – dykes have been cut. Need to get digger on site for say 3 days from bridge right down to layby (take tree stump out).  Other issues Layby Dyke full of tin cans etc need to decide what to do!  Garden Allotment – whilst have digger there sort.  Are we happy to roll over all contracts as they stand?  Send tenants update in New Year – nothing is going to change for next year i.e.in 2024 will be reviewing rents.  When weather better suggest walk around.

 

  1. Grass Cutting and Community Cleaner – Quote received from Mr Kirby for 2023 grasscutting season.  Go out to tender properly this year – will look to do by end of February to make decision by March.

           

  1. BDUK Rural Gigabit Voucher Scheme – No update.

 

  1. Transfer of Responsibility for Churchyard Maintenance – need to get transferred and move forward – engage with PCC and arrange meeting with members of PCC and Parish, awaiting for certification re wall.

 

  1. Any Other Business.  None.

 

  1. Date of Next Meeting.  Thursday 9th March 2023 at 7:15 pm in Hare & Hounds Public House.

 

  1. Closed Session.  No requirement to go into closed session.
