HACONBY & STAINFIELD PARISH COUNCIL MEETING

THURSDAY 6TH JULY 2023 IN THE HARE & HOUNDS PUBLIC HOUSE

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

Laura Leyland, David Winn

  1. Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed all to the meeting. 
  2. Public Questions, Comments or Representations.  No members of the public were present.

 

  1. Apologies for Absence. Parish Councillor Dennis Sharman.

 

  1. Updates – LCC/SKDC/Parish Council/Police.

LCC – no update.

SKDC – Update from District Councillor indicated that an update for July would follow.

PCC – Time to Change Together – Resourcing Sustainable Church plans firming up, Rector has been given more parishes to look after.

Police – Latest Neighbourhood Police update circulated.

 

  1. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC).

 

  1. Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 11th May 2023 be signed as a correct record.  No matters arising -Cllr Leyland proposed, Cllr Winn seconded, all in agreement for Minutes be signed.  Cllr Dixon-Warren suggested that if Cllrs have not already done so, they look at the draft minutes of Annual Parish Meeting and Annual Parish Council Meeting and make note as these minutes do not get approved until May 2024.

 

  1. Administrative Report and Correspondence Received. –

Card from HM King Charles III – file with parish records.

Town and Parish Council Litter Picking Kits – letter from Waste Services, Lincolnshire County Council – kits available on first come first served basis. After discussion, agreed to request three kits – if successful Cllr Leyland agreed to store.  Notice on Facebook to advertise.

 

  1. Invoices.  Discuss and resolve payment and ratification as required.

Parish Clerk salary and expenses £274.79

John Kirby (Grass cutting) £75.00

Rose & Louth – Parish Land crosscutting – £228.00

P Taylor (Internal Audit) – £150.00

Cllr Dixon-Warren proposed above payments are made, Cllr Leyland seconded, all in agreement for payments to be made.

 

Income Received since last meeting:

Allotment rents – £2069.80.

 

  1. Planning Applications.  S23/0883 – Conversion of existing stock shed into self-contained residential single storey dwelling with detached double garage – Caravan at No. 26, Chapel Street, Haconby – after discussion and agreement no representations were made.

 

  1. Risk Assessment Update – Parish Land risk assessment – draft to be circulated for approval.

 

 

  1. Business Items:

 

  1. Parish Finance.

Parish Clerk updated on Audit details.

Move of Parish Council bank account – point of contact away on leave.Cllr Dixon-Warren to follow up on their return.

 

  1. Parish Land.

Payments still awaited from two tenants – Parish Clerk to Chase.

Grass has been cut twice (ragwort), dykes not yet done –hope to get done once harvest finishes.  Gate has been altered slightly to enable it to be opened more easily.  Do have to do roadside layby, when have digger need to tidy i.e. drag dyke out again later in year.

Cllr Dixon-Warren still trying to track down missing tenant.

It was confirmed that primary purpose for income from tenants was to maintain Parish Land.

 

  1. Parish Guide and Emergency Plan.  Amendments pending – remains work in progress

 

  1. Grass Cutting and Community Cleaner.

Cllr Winn asked “are the Parish Council paying for old Churchyard or both” – when walked through noted grass has been cut but paths need doing etc.  Cllr Dixon-Warren confirmed that, when assume responsibility, will pay only for closed churchyard, and that District Councillor now engaged with SKDC.  Cllr Winn suggested a meeting (walk round) to look at all grass areas in the parish. 

Discussion on standard of grass cutting on Haconby ‘green’. Highways verge’ notwithstanding cut grass needs to be cleared (as required by contract}.  Agreement that grass needs to be cut more often, noting further costs.  Consensus agreed two cuts per month until September.

.Discussion on future costs of grass cutting for LCC Highways verges in Haconby and Stainfield (includes Haconby Green) and closed churchyard once responsibility assumed – may need to consider raising precept.

Discussion on advertising expenses available for volunteer community cleaners and support for a community litter pick.

 

  1. BDUK Rural Gigabit Voucher Scheme.

Ongoing.  Cllr Dixon-Warren - do not understand their plan – coming and going with no warning – will request specific plan.

 

  1. Transfer of Responsibility for Churchyard Maintenance.  Confirm agreement to meet SKDC and PCC representatives at Churchyard.

 

  1. Any Other Business – SKDC re sending out Expenses Forms from Elections!!
  2.  

 

  1. Date of Next Meeting - Note change of date to Thursday 14th September 2023 at 7:15 pm in Hare & Hounds Public House. 

 

  1. Closed Session.  No requirement to go into closed session.
