HACONBY & STAINFIELD PARISH COUNCIL MEETING

THURSDAY 11TH MAY 2023 IN THE HARE & HOUNDS FOLLOWING

ANNUAL PARISH MEETING AND ANNUAL PARISH COUNCIL MEETING

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

Laura Leyland, Dennis Sharman, David Winn

  1. Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed all to the meeting.  Coronation weekend celebrations went extremely well – thanks to Claire Daniels at Hare & Hounds. Nice to see everyone in the village being involved.  Battle Britain Flight – Cllr Dixon-Warren will send letter of thanks on behalf of Parish Council for a brilliant display.

 

  1. Public Questions, Comments or Representations.  No members of the public were present.

 

  1. Apologies for Absence.  Maisie McMahon (OPCC Safer Together Team).

 

  1. Updates – LCC/SKDC/Parish Council/Police.

LCC – no update.

SKDC – District Cllr R Dixon-Warren – Aveland Update circulated to all Cllrs. 

Cllr Winn raised issue of Green Bins not being emptied weekly as per SKDC website.  Action: Cllr Dixon-Warren will check.

Cllr Dixon-Warren to press for SKDC engagement in Parish Council assumption of responsibility for the churchyard.  Comments on Parish Council working with PCC to help open the Church to the public to encourage visitors, meeting jointly at the Church to view and discuss challenges and costs and considering a project to take on and involve Church and Village as a whole.  Village meeting 24th May at 7pm in the Church – Afternote: postponed.

PCC – update on Diocesan plan ‘Taking Time to Change Together’, which is likely to include Ringstone-in-Aveland Benefice Rector being given responsibility for more churches and their parishes, and consequently less time for pastoral and other care.

Police – PCSO numbers to reduce from 91 to 50 and operating model to be reconfigured to ensure continuing effective response by prioritising neighbourhoods at highest risk of threat and harm.  Result: Stamford, Bourne and the Deepings will be left with no PCSOs.

 

  1. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC), Cllr Sharman (Member, PCC).

 

  1. Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 9th March 2023 be signed as a correct record.  Cllr Blackbourn proposed, Cllr Winn seconded, all in agreement for Minutes be signed. 

 

  1. Administrative Report and Correspondence Received. –

Email received from Springwells Ambassadors – help from Parish Councils re new project (i.e. Volunteers) if know anyone who may be interested to contact them on 07881 415924.

 

  1. Invoices.  Discuss and resolve payment and ratification as required.

Parish Clerk salary £243.54

Black Sluice £83.27

Zurich Insurance (renewal) £258.74

Cllr Winn proposed, Cllr Leyland seconded, all in agreement for payments to be made.

 

Income Received since last meeting:

Blackbourn Parish Land rent – £240.00

 

  1. Planning Applications.  No new applications received.

 

  1. Risk Assessment Update.  Still on agenda – opportunity to talk about anything new.  ‘Fix My Street’ very effective.  Risk Assessment for Parish Land will be sorted in due course.

 

  1. Business Items:

 

  1. Coronation HM King Charles III 6 May 2023.  Historic occasion, brilliant day had by all.

 

  1. Parish Finance.  Consensus of agreement for Cllr Dixon-Warren to finding an alternative bank for the Parish Council following the closure of the branch in Bourne and consequent deterioration of service.  Cllr Winn suggested a possible alternative to be explored.

 

  1. Parish Land

Letter/Invoices sent to Common Law tenants to reiterate decisions made at last meeting that rents remain unchanged in 2023-24) will be reviewed in April 2024.

Situation on clearance of Plot 5C remains unresolved – no response from former tenant, Cllr Dixon-Warren to try to find / contact.

When weather dries up Henry will cut layby field.  Still going to drain dyke, whilst digging dyke out will do allotment bits.  Discussion on clearing ragwort if it appears this year

Rubbish dumping – can be burnt in burning area.

Rota for Digger – someone else to be on site!

 

  1. Parish Guide and Emergency Plan.  Link to be sent to Cllrs in due course on what we put on website to update.

 

  1. Grass Cutting and Community Cleaner.

Grasscutting – contractor Mr Kirby.

Litter – no response to last advert for a community cleaner but Council noted with gratitude that people in the village are litter picking voluntarily for the community.

 

  1. BDUK Rural Gigabit Voucher Scheme. Quickline / Opals roadworks to prepare for fibre ongoing in Haconby.

 

  1. Transfer of Responsibility for Churchyard Maintenance.  Cllr Dixon-Warren to follow up (see Item 4) SKDC.

 

  1. Any Other Business

Comments on need for caution with deer and farm animals, and on irresponsible dog owners not keeping their animals under control (on lead) or clearing up dog fouling.Parish notice to be published.

Comment on overhanging vegetation.Parish notice to be published.

 

  1. Date of Next Meeting.  Thursday 6th July 2023 at 7:15 pm in Hare & Hounds Public House. 

 

  1. Closed Session.  No requirement to go into closed session.                                                    

 

The Meeting closed at 8.40 pm.
