HACONBY & STAINFIELD PARISH COUNCIL MEETING
THURSDAY 14TH SEPTEMBER 2023 IN THE HARE & HOUNDS PUBLIC HOUSE
Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

- Chairman’s Introduction and Announcements. Cllr Dixon-Warren welcomed all to the meeting.
- Public Questions, Comments or Representations.
30 mph speed limit in Stainfield – no working – is it possible to request speed trap – if think serious problem Police will come out and do Archers survey. Resident advised can be late at night not just through working day. Thanks expressed to resident for raising issue PC will monitor.
Some signs around village have overgrown vegetation covering them.
Listed Building Consent required for house – i.e.re do rendering of house officer suggested might at want to get PC approval for work to be done (Fir Tree House) Listed Building – confirmed Parish Council would positively support – await application.
Individuals walking dogs 4.30/5am in morning, quad bikes driving around village stalking deer – got picture re registration and sent off to Wildlife Officer.

- External Updates – LCC/SKDC/Parish Council/PCC/Police/LALC.
LCC – no update.
SKDC – SKDC carrying out survey at moment on council tax support scheme inviting people to go on website for further information.
PCC – Meeting taking place on Tuesday next at 6pm to discuss future of the Church (wine and nibbles provided). Looking for people in the community who want to step up and help. Resident asked question – “why don’t the Parish Council hold their meetings in the Church?”
Police – No report.
LALC – no update.
- Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC).
- Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 6th July 2023 be signed as a correct record. No matters arising - Cllr Leyland proposed, Cllr Blackbourn seconded, all in agreement for Minutes be signed.
- Administrative Report and Correspondence Received. –
Town and Parish Council Litter Picking Kits – received and given to Cllr Leyland agreed to store/distribute.
- Invoices. Discuss and resolve payment and ratification as required.
Parish Clerk salary and expenses £274.79
John Kirby (Grass cutting) £150.00
SKDC Election Costs £79.48
Cllr Dixon-Warren proposed above payments are made, Cllr Leyland seconded, all in agreement for payments to be made.
Income Received since last meeting:
None.
- Planning Applications. S23/0883 – application refused.
- Risk Assessment Update – PC used to do risk assessment for Parish but can use Fix My Street – LCC eventually fix problems and anyone can report issues.
Parishioner reported grass growing along some of the kerbs – request for Big/Little Clean to come out.
Drains –who is responsible LCC or Black Sluice? Chapel Street area check 2016 nothing happened.
Litter bin (public) fix to wall? Project for PC to find out which one’s belong to who – action PC to get done.
Defibrillator – Cllr Leyland will take on board - has information and will forward to all – feasibility study to be done for consideration at next meeting.
- Business Items:
- Parish Finance – Budget – need to review ASAP re Precept requirement for next year.
- Parish Land – put on hold from last meeting – work outstanding to be done/completed before March next year i.e. dykes cleared, hedge cut. 2 plots (no responses from tenants) despite chase ups being sent. PC will have to clear and restore back to where they were and put back to grass. Aim to do by April next year – once cleared will be able to access corner. Over winter and spring get hedge cut back by layby/dyke and drag out.
Stonepit – Longstaffs – agreed at last meeting we would support Land Management Scheme – PC needs to agree to oversee work and maintenance – Longstaffs sent agreement – need to understand what it stands for- RDW will circulate to all Cllrs in due course.
- Parish Guide and Emergency Plan – RDW getting close to sending link to Parish Guide and Emergency Plan – nothing to change or adopt at annual meeting in May – between now and then need to look for any mistakes etc.
- Grass Cutting and Community Cleaner – need to look at our procedures re grasscutting. We still cannot get a Community Cleaner – Cllr Leyland agreed to put out note on Facebook - anyone interested to get in contact.
- BDUK Rural Gigabit Voucher Scheme.
Ongoing. Cllr Dixon-Warren - do not know where going at the moment!
- Transfer of Responsibility for Churchyard Maintenance – no further information at the moment. District Cllr will move forward –still work to be done on wall, still waiting for information from SKDC.
- Any Other Business – comment on amount of money spent by SKDC being wasted etc!!! RDW accepts challenge to look into.
- Date of Next Meeting - Note change of date to Thursday ** 2023 at 7:15 pm in Hare & Hounds Public House.
- Closed Session. No requirement to go into closed session.
