MINUTES
HACONBY & STAINFIELD PARISH COUNCIL ANNUAL PARISH COUNCIL MEETING
FRIDAY 10 TH MAY 2024
FOLLOWING ANNUAL PARISH MEETING
Present: Councillors Richard Dixon-Warren, Dennis Sharman, David Winn
Parish Clerk – Mrs Wendy Gray
1. Election of Chairman. Cllr Winn proposed Cllr R Dixon-Warren as Chairman, seconded
Cllr Sharman, all in agreement.
2. Chairman’s Declaration and Acceptance. Cllr R Dixon-Warren accepted.
3. Election of Vice Chairman. Cllr R Dixon-Warren proposed Cllr Blackbourn as Vice
Chairman, seconded Cllr Sharman, all in agreement.
4. Vice Chairman’s Declaration and Acceptance. Parish Clerk to send form to Cllr
Blackbourn for completion and return.
5. Co-option of New Councillor. None.
6. Minutes. To resolve that the minutes of the meeting of the APCM held on 11 th May 2023 be
agreed and signed as a correct record. Cllr Winn proposed, seconded Cllr Sharman, all in
agreement.
7. Review of Committees. No Committees to review.
8. Review Inventory of Land and Assets. No change to ‘Details of Public Land and Building
Assets’ published in the Parish Information & Policy Guide on Parish Council website.
9. Appoint Representatives to Outside Bodies. No representatives appointed.
10. Consider Payment of Annual Subscriptions. Cllr Sharman proposed, Cllr Winn
seconded and all agreed to pay the following subscriptions:
a) LALC
b) Black Sluice
c) Insurance
d) Lives (approx. £ 200 year plus monthly checks)
11. Adopt / Review Governing Documents.
a) Parish Council Information & Policy Guide including Code of Conduct, Standing Orders
and Policies. Cllr Dixon-Warren updated and circulated. Cllr Sharman Proposed adopt
Parish Guide seconded Cllr Winn.
b) Parish Emergency Plan. Cllr Dixon-Warren updated and circulated – not ready for
adoption.
12. Forecast of Meetings 2024-2025. Cllr Dixon-Warren proposed keep to Fridays – Cllrs in
attendance in agreement – dates of meetings to end of year Friday 12 th July, 13 th
September, 8 th November 2024 commencing at 7 pm. Dates for 2025 to be agreed.
13. Conclusion. Meeting closed at 7.30 p.m.
