HACONBY & STAINFIELD PARISH COUNCIL MEETING
FRIDAY 10 TH MAY 2024 IN THE HARE & HOUNDS PUBLIC HOUSE
Present: Councillors Richard Dixon-Warren (Chairman), Dennis Sharman, David Winn

1. Chairman’s Introduction and Announcements. Cllr Dixon-Warren welcomed all to the
meeting.

2. Public Questions, Comments or Representations. None.

3. Apologies for Absence. Cllrs Blackbourn and Leyland.

4. External Updates – LCC/SKDC/Parish Council/PCC/Police/LALC.
No LCC update. District Cllr referred to his May Update, which highlighted SKDC’s new
‘Twin Stream Recycling Service’, 80 th anniversary of D-Day on 6 June 2024, and the
General Election called for 4 July 2024.
Parish Council – refer to Item 11f.
Police – Cllr Dixon-Warren updated on Police Priority Setting meetings that continue to be
held. Parish Council input required if we want to influence neighbourhood policing.
LALC – No points to raise.

5. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary,
PCC). Cllr Sharman (PCC).

6. Minutes and Matters Arising. To resolve that the Minutes of the meeting of the Council
meeting held on 8 th March 2024 be signed as a correct record. Cllr Sharman proposed
and Cllr Winn seconded, all in agreement for Minutes be signed.

7. Administrative Report and Correspondence Received. None.

8. Invoices. Discuss and resolve payment and ratification as required:
Parish Clerk salary and expenses – £278.54.
Black Sluice – £89.49
Zurich Insurance – £297.00
Cllr Sharman proposed and Cllr Winn seconded that the payments be made, all in
agreement.
Income Received since last meeting. £1,810.00 Precept

9. Planning Applications. Planning Application Appeal Notification S23/0883. Cllr Dixon-
Warren noted that the Parish Council did not enter any representations with regard to this
application in July 2023. Deadline for amend comments or making any new ones is 28 May
2024. No comments. Cllr Winn expressed an interest as he lives next door.

10. Risk Assessment Update.
‘Fix My Street’ has replaced Parish Councillors reporting on allocated sectors of the Parish
and is an easy way for parishioners to report problems with highways directly to LCC.
Reported that hedge mentioned previously at corner of Hall Road and Headland Way still
needs cutting back.

Requirement to conduct an annual Parish Council risk assessment – agreement to leave
until next meeting. Cllr Dixon-Warren to circulate a note.

11. Business Items:
a. Parish Finance/Budget/Precept 2024-25. Insufficient time to complete preparatory
work – leave until next meeting.
b. Parish Land. Still working through years of limited maintenance. Funds currently
available to bring land to a condition where tenants can take on maintenance
responsibility – programme continues.
c. Parish Guide and Emergency Plan. Parish Guide updated – link to be circulated,
document to replace previous version on website. Emergency Plan being finalised.
d. Parish Community/Events. Parish Council now has a flagpole. Will fly a D-Day 80
flag on 6 June 2024, looking for volunteers to help erect. Appropriate flags can now be
flown on national and other suitable occasions, such as St Georges Day.
e. Grass cutting and Community Cleaner. Grass growing quickly. Budgeted for a cut
every 3 weeks during growing season mid-March to September.
f. BDUK Rural Gigabit Voucher Scheme – Quickline. Cllr Dixon-Warren continues to
chase Quickline. Works to enable installation in eastern half of Haconby apparently
complete – await completion.
g. Transfer of Responsibility for Churchyard Maintenance. District Cllr has found a
point of contact in SKDC to help move this forward.

12. Any Other Business.
Potential future uses for Haconby ‘green’. Ideas suggested included conversion to a car
park for village events or a children’s play area. Some Cllrs recalled the Haconby Playing
Field Association that fundraised around 20 years ago for a children’s playground in the
village. The project stalled when the Parish Council declined to take responsibility for it and
most of the funds raised were given to St Andrew’s Church. The PCC holds those funds
still. Consider inviting views of the Parish, perhaps.
D Day 80 6 th June 2024. Cllr Dixon-Warren suggested that something should be done to
commemorate this date. The Rector, Reverend Bullen (attending as a member of the
public), said that no service had been arranged in the Benefice for 6 June and would be
available if required – please follow up ASAP.

13. Date of Next Meeting. Friday 12 th July 2024 commencing at 7.15 pm in the Hare &
Hounds Public House.
