HACONBY & STAINFIELD PARISH COUNCIL MEETING
FRIDAY 10 TH JANUARY 2025 IN THE HARE & HOUNDS PUBLIC HOUSE
Present: Councillors Richard Dixon-Warren (Chairman – RDW), Brian Blackbourn (BB), Dennis Sharman (DS), David Winn (DW)
Parish Clerk – Mrs Wendy Gray, 3 members of the public were also present
1. Chairman’s Introduction and Announcements. Cllr RDW welcomed all to the meeting.
Sad to report resignation of Cllr Laura Leyland for family and business reasons – pay tribute to her
commitment and enthusiasm. Key meeting – discuss Budget and set Precept for 2025-26. Key
event – surface water flooding Chapel St 6 January 2025.
2. Public Questions, Comments or Representations.
Fly tipping reported by resident, now removed. Lorry tyres still in layby. SKDC
response generally good.
Two residents in attendance – possible candidates for Parish Council (will have been in
the village 12 months in March 2025).
Lights out at Headland Way in mornings – set earlier, they do go off not on all day.
3. Apologies for Absence. LCC Cllr M Hill, PC Wilson (on duty).
4. External Updates.
LCC: no update.
SKDC: Update circulated, highlight English Devolution White Paper
Parish Council: essential recruit new members.
5. Disclosures of Interests. Cllr RDW (District Councillor SKDC, Secretary PCC).
6. Minutes and Matters Arising. Cllr BB proposed, and Cllr DS seconded that the Minutes
of the meeting of the Council held on 8 th November 2024 be signed as a correct record. All in
agreement. Matters arising: Defibrillator. Cllr RDW has code – code works. Cllr BB trained up,
issue with light – both Cllrs to discuss after meeting.
7. Administrative Report and Correspondence Received.
Website update.
Ben Charrington Trees – currently use Gary’s Gardens – keep on file.
LALC Annual Training Scheme Tariff – not part of LALC subscription – keep on file.
8. Invoices. Payment proposed by Cllr BB and seconded by Cllr RDW. All in agreement.
Invoices below:
Parish Clerk salary and expenses – £293.54
JK Cutting Services – grass cutting and Community Cleaning – £251.68
9. Planning Applications. No new applications received.
10. Risk Assessment Update.
Flooding discussed.
Speeding – consider deterrent notices at entry points in Haconby and Stainfield.
11. Business Items.
a. Parish Finance: Draft Budget drawn up for 2025-26 and circulated prior to meeting.
Council agreed to increase Precept by 3% to maintain minimum excess of income over
expenditure at minimum cost to Parish Council Taxpayers. Precept to be £ 1864.
Charge per Band D property: £9.36, an increase of £0.27 for 2025-26.
b. Parish Land Maintenance and Tenancies: No capacity to advance on this since last
meeting. Consensus agreed:
Common Law Tenancy for dog training on Plots 3 and 4 with use of gun dog
training ‘primer poppers’ subject to consultation with other tenants who train /
exercise dogs.
Allotment Garden Tenancy in Plot 5 – arrange meeting with potential tenant.

c. Parish Community / Events. Nothing reported.
d. Parish Maintenance – Grass Cutting / Community Cleaner.
Grass cutting and community cleaner contracts working well with useful and timely
passage of information, particularly on flytipping (thanks to John Kirby).
Agree consider signs to deter flytipping and CCTV to record and report. Power to
install CCTV conferred in Local Government and Rating Act 1997 s.31 – Cllr RDW.
e. Parish Guide and Emergency Plan: Circulated, comments received, amendments to
be made. Action: Cllr RDW.
f. BDUK Rural Gigabit Voucher Scheme. Quickline project to install ultrafast fibre
broadband in Haconby completed. Issues remain for individuals.
g. Transfer of Responsibility for Churchyard Maintenance. SKDC engaged – date of
visit to be arranged, co-ordinated with PCC. Action: Cllr RDW.
12. Any Other Business / Public Responses. Items for next meeting:
Noticeboard in Stainfield – Cllr BB measure up and brief Cllr RDW on cost of replacing.
Signs for Defibrillator – need to advertise location within village for ideas.
Cllr RDW – request for additional streetlights in areas where no lights – LCC or SKDC
– agreed to carry out village walkabout to establish locations of LCC and SKDC lights
and areas where additional illumination is required.
West Road drains – reiterate need to be cleared. Reported to LCC on ‘Fix My Street’.
Updated Parish Council contact list circulated to all Councillors.
13. Dates of Next / Future Meetings. Friday 14 th March 2025 commencing at 7.15 pm in the
Hare & Hounds Public House. Apologies in advance: Cllr DS. Annual Meetings: 9 th May at
7.00pm. Forecast for 2025-26 to follow.
