HACONBY & STAINFIELD PARISH COUNCIL ANNUAL PARISH COUNCIL MEETING
HELD IN HACONBY CHURCH ON
WEDNESDAY 14TH MAY 2025 FOLLOWING ANNUAL PARISH MEETING
Present: Councillors Richard Dixon-Warren, Brian Blackbourn, Dennis Sharman, David Winn
Parish Clerk – Mrs Wendy Gray
1. Election of Chairman. Cllr Blackbourn proposed Cllr R Dixon-Warren as Chairman,
seconded Cllr Winn, all in agreement.
2. Chairman’s Declaration and Acceptance. Cllr R Dixon-Warren accepted.
3. Election of Vice Chairman. Cllr Winn proposed Cllr Blackbourn as Vice Chairman,
seconded Cllr J Fielding, all in agreement, Cllr B Blackbourn accepted.
4. Vice Chairman’s Declaration and Acceptance.
5. Co-option of New Councillor. None.
6. Minutes. To resolve that the minutes of the meeting of the APCM held on 10 th May 2024 be
agreed and signed as a correct record. Cllr Dixon-Warren proposed, seconded Cllr Winn,
all in agreement.
7. Review of Committees. No Committees to review.
8. Review Inventory of Land and Assets. 21 Acres other side of A15 single biggest asset.
Some Parish Land on Haconby Lane on way to Morton opposite football pitch receive rent
from LCC.
9. Appoint Representatives to Outside Bodies. No representatives appointed.
10. Consider Payment of Annual Subscriptions. Cllr Blackbourn proposed, Cllr Winn
seconded all in agreement to pay the following subscriptions:
a) LALC – Legal Team if need advice. Hold regular training sessions for Cllrs.
b) Black Sluice – part of Parish is within boundary of land that Black Sluice maintain.
c) Insurance – renewed.
d) LIVES (defib) need guarantee working – do not have to make a decision on this.
11. Adopt / Review Governing Documents. Cllr Dixon-Warren briefed that review and update
of Governing Documents remains unfinished. Cllr Blackbourn proposed, Cllr Winn
seconded and all agreed to adopt following on the Parish Council website, pending
completion of update:
a) Parish Council Information & Policy Guide – needs to be updated. Not in position to
adopt but action to update before next meeting.
b) Parish Emergency Plan.
12. Forecast of Meetings 2025-2026.
Fridays at 7.15 pm – 11 th July, 5 th September, 7 th November 2025 9 th January, 6 th March, 8 th
May 2026.
