MINUTES
HACONBY & STAINFIELD PARISH COUNCIL MEETING
WEDNESDAY 11 TH JULY 2025 IN THE HARE & HOUNDS PUBLIC HOUSE
Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),
Jen Fielding, Rob Fielding, Dennis Sharman, David Winn
Parish Clerk – Mrs Wendy Gray
1. Chairman’s Introduction and Announcements: Cllr RDW welcomed all to the meeting.
He mentioned the need to set up a Parish contact group (following the Village Meeting on 9 July) to
co-ordinate the response to National Grid’s proposal to construct an overhead pylon line through
the Parish. He also reiterated the need to update Parish Council contact list
2. Public Questions, Comments or Representations: No members of the public attended.
3. Apologies for Absence. None.
4. External Updates – LCC / SKDC / Parish Council / Police:
LCC – new administration, Flood Committee amalgamated, Government spending review
likely to squeeze funding for Local Government – Rural Delivery Grant removed. In Lincs,
budgets for home to school transport and SEND are rocketing (more children qualifying,
need to support), overspend likely. Flooding preparation ongoing in villages that flooded
before. Environment Agency has insufficient funding for projects needed, coastal defences
deteriorating faster than expected, consider ‘managed retreat’.
SKDC – July Update follows. Will include detail on consultation for proposed pylon line.
Parish Council – Cllr RDW update on ongoing Anglian Water leak in Main Road.
5. Disclosures of Interests: Cllrs RDW and DS – members of Parochial Church Council.
6. Minutes and Matters Arising. Resolve to approve Minutes of the meeting on 11 th July
2025 as a correct record and discuss matters arising. Cllr DS proposed, Cllr RF seconded, all in
agreement. No matters arising not included in Agenda.
7. Administrative Report and Correspondence Received. AGAR report forwarded to PKF
Littlejohn – acknowledgement received – no issues raised.
8. Invoices – Income / Expenditure / Forecast / Payments:
Income / Expenditure – spreadsheet circulated to Councillors prior to meeting.
Defibrillator replacement pads – Cllr RF contacted LIVES about replacement pads. Cost
£210 – Cllr RF proposed, Cllr RDW seconded, all in agreement.
Noticeboard for Stainfield – need repair/replacement – cost for replacement £261.50.
Cllr RDW proposed, all in agreement.
Parish Clerk – £ 291.64 (salary £241.64 and expenses £50.00). Cllr JF proposed, Cllr
seconded DS, all in agreement.
9. Planning Applications. None.
10. Risk Assessment. Discussion on cutting back hedge, extending pavement on Chapel St,
cleaning up bus shelter and ongoing water leak in Main Street. Cllrs RF and JF volunteered to cut
hedge and clean bus shelter, Cllr RDW to follow up on pavement with County Cllr.
11. Business Items:
a. Parish Finance. As discussed in Item 8.
b. Parish Land. Invoices to be sent out.
c. Parish Guide and Emergency Plan. Ongoing.
d. Parish Community/Events. PCC organising fundraising events in church, including
Quiz Night, music and songs of Medieval Spain with De Mowbray's Musicke. Flag
raising and brief address at Haconby ‘green’ to commemorate 80 th anniversary of VJ
Day.
e. Grass Cutting and Community Cleaner. Contracts working as required.
f. BDUK Rural Gigabit Voucher Scheme – Quickline. No further updates required.
g. Transfer of responsibility for Churchyard and Maintenance. Cllr RDW contacted
SKDC – three-way meeting SKDC/PC/PCC to be arranged.
