HACONBY & STAINFIELD PARISH COUNCIL MEETING
WEDNESDAY 14 TH MAY 2025 IN ST ANDREW’s CHURCH, HACONBY
FOLLOWING ANNUAL PARISH AND ANNUAL PARISH COUNCIL MEETINGS
Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

Jen Fielding, Rob Fielding, Dennis Sharman, David Winn

Parish Clerk – Mrs Wendy Gray

1. Chairman’s Introduction and Announcements. Cllr Dixon-Warren welcomed all to the
meeting.

2. Public Questions, Comments or Representations. None.

3. Apologies for Absence. None.

4. External Updates – LCC / SKDC / Parish Council / Police:
 SKDC: 80 th anniversary of VE Day commemorated, County Council and Mayoral elections –
Reform UK in control, Fixed Penalty Notice for flytipping issued by SKDC – householders’
responsibility to make sure their waste is not fly-tipped, Local Government Reorganisation
will see current two-tier system of district and county councils replaced by unitary
authority(ies), while town and parish councils will continue to operate as important
stakeholders in providing a voice for local communities – briefing sessions in June.
 Police: break in at Stainfield being investigated, Police trial of ‘virtual response’ in East
Lindsey, following very good results in Dorset Police

5. Disclosures of Interests. Cllrs Dixon-Warren and Sharman – members of PCC (Parochial
Church Council).

6. Minutes and Matters Arising. Resolve to approve Minutes of the meeting on 14 th March 2025
as a correct record and discuss matters arising.
Proposed Cllr Sharman, seconded Cllr Blackbourn, all agreed.

7. Administrative Report and Correspondence Received. None.

8. Invoices. Update on Income / Expenditure / Forecast, resolve / ratify payments as
required:
Clerk – Salary April-May: £ 243.54
Clerk – Expenses April/May: £ 50.00
Peterborough Accountancy Services: £ 150.00
Parish Land Gate – chain, padlock, keys: £ 110.94 (reimburse Cllr BB)
Zurich Insurance: £ 268.42
Black Sluice IDB: £ 93.05
Proposed Cllr Sharman, seconded Cllr Blackbourn, all agreed to payments.

9. Planning Applications. None.

10. Risk Assessment.
 Ongoing water leak in Main Road – Anglian Water and LCC Highways engaged.
 Overhanging hedges – Parish Council notice required.

 Obscured visibility along Chapel Street and suggestion to fill in gap in pavement –
investigate and follow up.

11. Business Items:
a. Parish Finance. Budget for 2025-26 still outstanding. Budget for 2026-27 – consider
Parish Land rent review.
b. Parish Land.
 Tenancies – action pending.
 Programme of maintenance needed – agreed to form a working group to consider and
plan remediation of dykes on Parish Land to improve water flow, and filling in ditch along
layby / Plot 5 to reduce work required to remove rubbish.
c. Parish Guide and Emergency Plan. Upload of former to website and simplification of latter
pending.
d. Parish Community / Events.
 D-Day commemoration 6 June, Armed Forces’ Week 23-29 June.
 #39;The World of Gilbert & Sullivan' by The Wandering Minstrels in St Andrew’s Church,
Saturday 28 June.
e. Grass Cutting and Community Cleaner. Contract is working well – thanks to Cllr Winn
and contractor.
f. Transfer of Responsibility for Churchyard Maintenance. Date for SKDC and Parish
Council / PCC to meet at churchyard and confirm fit for handover still to be confirmed.
