Annual Parish Meeting

Wednesday 15th May 2019 Commencing at 7.00pm

 
Present: Councillors David Winn (Chairman), Derek Bailey, Brian Blackbourn, Philippa Dixon-Warren, Richard Dixon-Warren, Janine Rayfield, Wendy Gray (Parish Clerk)

1. Chairman’s Introduction. Cllr Winn welcomed everyone to the meeting.
 
2. Police / PCSO Report / Neighbourhood Policing Update. See below.
 
3. Public Questions, Comments or Representations. None.
 
4. Apologies for Absence. PCSO S Brommell, District Cllr P Moseley.
 
5. Approval of Minutes of APM 1st May 2018. Cllr R Dixon-Warren proposed, Cllr B Blackbourn seconded, all in favour that the above minutes be signed as a true and accurate record.

As income and expenditure below £25,000 – Certificate of Exemption form submitted to External Auditors. Completion and signing off of forms 1 to 4 to be COMPLETED before 22nd July i.e. at July Parish Council meeting.
Parish Land (formerly allotments) – what has now happened to the land since transferred etc? – now all sorted.
Horse Chestnut Tree – had complete report on 13th May 2019.

Bourne & Billingborough Neighbourhood Policing Team Report
Dear Haconby & Stainfield Parish Council.
Here is our report generated for your meeting 15th May 2019 in our absence.
 From 1st January to now the only incident of note be it an extremely large one is the theft of lead from your church. To date no suspects have been arrested or charged for this series of theft from churches. As no doubt you are all aware this offence has happened all over our county again, with close by churches being targeted.
Investigations are ongoing along with actions I’m unable to disclose at this time.
If you have any questions in relation to this please email DC 32 Stevenson at james.stevenson@lincs.pnn.police.uk who is the officer in the case.
 We are pleased to inform you that there will be NO PCSO REDUNDANCIES for this financial year. This is down to around 19 current PCSOs transferring to the rank of PC, to which their training starts in the next month.
 Our sector loses 2 PCSOs from Stamford by the above process which will leave us with just 6 PCSO’s, 3 in Bourne, 1 in Stamford and 2 in Market Deeping. At one stage we had 11/12 PCSOs in the sector. Obviously changes will be made as to moving around the remaining PCSOs to make it workable.
 However there are still staff changes/losses, we see NPT Sgt Rachel Blackwell transferred to response Sgt but still within our sector.
 Bourne Station is no longer open 5 days a week but has been reduced to 2 days now; these are a Tuesday & Thursday 9am to 13:20pm & 14:00pm to 17:00pm. This is due to G4S staffing levels.
 Our sector Facebook pages have merged therefore any posts relating to your area are now posted on Facebook STAMFORD BOURNE AND DEEPING POLICING TEAM
 PCSOs have been granted new traffic powers and are (where trained) able to carry out speed checks and deal with offences that arise.

Haconby & Stainfield Parish Council – Chairman’s Report 2018/19
Annual Parish Meeting 15 May 2019
It has been another busy year for the Parish Council and much has been achieved. We welcomed Janine Rayfield, who was co-opted onto the Council in November 2018, and bid farewell to Charlotte Gutsell and Johnny Blackbourn, to whom we express our thanks for their service and support.

 Closer liaison and working with the PCC continues for the benefit of the parish.
Routine business has continued unabated:
Financial
 Financially, the Parish Council remains in the black, but we are not complacent. We reviewed projected income and expenditure and decided to increase the precept by the current rate of inflation (2.9 %) for 2019-20. The Parish Council’s budget strategy continues to be transparent.
Police
 The civil parish remains a low crime area. PCSOs attending to brief on Police activity is rare but always welcome. Our engagement in the Bourne & Billingborough Neighbourhood Police Panel has continued.
Parish Emergency Plan
 The Parish Emergency Plan remains accessible on the Parish Council website. It will be reviewed in July.
Neighbourhood Plan
 The Parish Council continues to maintain a ‘watching brief’ on the Aveland Neighbourhood Plan.

Codes of Conduct/Standing Orders & Policies
 The Parish Information and Policy Guide has been updated, will be adopted at the Annual Parish Council Meeting and will be accessible on the Parish Council website.
Communication with the Parish Community
 The Haconby & Stainfield Parish Councillors Facebook group continues to inform the parish, linked to the Haconby & Stainfield Facebook page
Parish Land (formerly Allotments)
 The Parish Land policy review is complete. New Common Law Tenancy, Farm Business Tenancy and Garden Allotments contracts have replaced the obsolete ‘Modern Allotment Contract’. Our aim remains to ensure that Parish Land is let for the benefit of both community and Council.
Horse Chestnut Tree
 The Haconby tree remains a focus of attention since a branch broke off in 2016. A decision on its future is required by this summer, and we will consult the Parish in this.
Bus Shelter
 The Haconby bus shelter still needs work to bring it up to a satisfactory standard. This is an ongoing project – funds will need to be found to complete it.

 Parish, District and County Councillors who have supported this essential part of the structure of local democracy and its vital role in acting on behalf of the community it represents over the past year.
 PCSOs from our Neighbourhood Policing Team who attend Parish Council meetings when operational pressures permit.
 Derek and Mary Holmes for the continued use of the ‘Hare and Hounds’ restaurant for our meetings.
The Parish Council’s aim remains to continue to work diligently to represent the local community, delivering services to meet local needs where possible, and improving quality of life and community well-being.
