Parish Council Meeting

1) Chairman’s Introduction and Announcements. Chairman welcomed everyone to meeting, nice to see so many people.
2) Apologies for Absence. District Cllr Peter Moseley.
3) LCC Update. Cllr Hill – roads marked up for surface dressing, looked at issue by bus shelter, will re-surface whole of the drove.
4) SKDC Update. No Report.
5) Disclosures of Interests. Cllr D Bailey (12c) – dispensation for comment if required.
6) Risk Assessments. Cllr R Dixon-Warren reported these have not yet been revised to detail who is responsible for each area. Action pending.
Subsidence Bus Shelter – slab has dropped!!
7) Minutes. To resolve that the minutes of the meeting of the Council meeting held on 20th March 2019 be signed as a correct record. Cllr B Blackbourn proposed, seconded Cllr D Bailey, all in favour.
8) Matters arising from the Minutes 20th March 2019. On agenda.
9) Administrative Report and Correspondence Received.
Cllr R Dixon-Warren noted that the former arrangement with the Hare & Hounds for the use of the restaurant (donations to Lincs & Notts Air Ambulance) had fallen into disuse. Cllr Blackbourn proposed that this be rectified, seconded Cllr D Bailey, all in favour.
Parish Land payments received from Mrs White and Mr Lister. Parish Clerk to chase up for remaining monies to be paid.
Correspondence – Policy E Briefing PC6-19 – Audit Code of Practice, LALC Service Level Agreement.

11) Planning Applications Update.
S19/0053 – 3 Church Street, Haconby – Planning Permission Granted.
S19/0295 – Spa Farm, Kirkby Underwood Road, Stainfield – Planning Permission Granted.
No new applications at this time.
12) Business Items:
a) Haconby ‘Green’ and Horse Chestnut Tree
1) Update on quotes for reduction of crown and maintenance. Subject to agreement, post report on Facebook.
2) Discuss and resolve as required calling a meeting to decide future of the tree. Resolve to call meeting to resolve future of the tree at which time the PC will make final decision.
Cllr D Bailey proposed, seconded Cllr B Blackbourn, all in agreement that an extraordinary meeting is called to discuss the future of the tree – Wednesday 29th May at 7.30 pm in the Hare and Hounds.
b) Maintenance. Discuss maintenance issues (community cleaner and grass cutting contract) and resolve action as required. Further discussions required.
c) Parish Land.
1) Ratify decision on renting Plots 3 and 4. D Lister placed bid in November 2017. Agreed rent of £100 per acre for 10 months left of 2019-20 lease.
2) Discuss and resolve as required LCC offer for Plot 10. LCC offered £2,000 but there are legal costs. Anticipated rental would be £40 per year. Cllr M Hill will make enquires re legal costs and get back to us. Subject to legal costs being minimal in principle happy to sell (Cllrs R Dixon-Warren/B Blackbourn/D Bailey/P Dixon-Warren/J Rayfield/D Winn) all in agreement.
3) Update, discuss and resolve as required maintenance and development work. Now at point where we have proper tenancy agreements, we are much more involved and aware where it is and what is happening. Look at another walkabout early June, looking at maintenance work still to be done, set goals and targets to ensure things get done. We need to see progress. Cllr R Dixon-Warren suspended Standing Orders to enable a member of the public to ask two questions on Parish Land issues: Question – requirement to have hedges at 2 metres? Answer – suggested for wildlife conservation. Anything we do will be done in consultation with tenants. Question – would like to have a bonfire? Answer – in principle PC does not have a problem as long as waste burned was generated on the plot. Needs to be controlled. Follow up PC question – are we going to have burn sites cleared up? Answer – yes, twitch grass should grow back.
4) Discuss and resolve as required recompense for remedial work carried out. Burn sites (plots 3 and 4), where a number of pallets were burned September 2018, were not decontaminated by previous tenant. This needs to be done before anything can be put on the plots (any pallet has 900 nails). Question – are we going to claim back any costs of decontamination? Proposed Cllr P Dixon-Warren, seconded Cllr D Bailey that previous tenant is billed for decontamination, all in agreement. 5) Update – Defra/Natural England restriction on Shooting Rights. Previous licences did not have to be applied for. Some general licences have been revoked – landowners must now apply for new licences to control selected bird species. PC may not qualify for the new licences, which require justification for lethal control of selected birds. There will be no more shooting of selected birds on Parish Land until situation is clarified.
13) Any other Business. Items for next meeting and issues/point arising from discussion for future discussion/resolution. Extraordinary Meeting re Horse Chestnut Tree.
14) Date of Next Meeting. Wednesday 10th July 2019 – 7.15 pm in the Hare & Hounds Public House. Working Group meeting date TBC.
