Parish Council Meeting

Wednesday 11th September 2019 Commencing at 7.15pm

 

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman) David Winn, Philippa Dixon-Warren, Janine Rayfield Parish Clerk – Mrs Wendy Gray 1 member of the public was in attendance

1) Chairman’s Introduction and Announcements. Chairman welcomed everyone to meeting.

2) Public Questions, Comments or Representations. Resident still has sandbags issued when he was on Parish Council – Cllr R Dixon-Warren will arrange to collect.

3) Apologies for Absence. Neighbourhood Policing Team, Parish Cllr D Bailey, District Cllr P Moseley (email report received, see below).

4) Police Report. Neighbourhood Police Panel currently suspended for the time being.

5) Updates – LCC/SKDC/Parish Council.

a) LCC Update. No update.

b) SKDC Update. There is still lots going on in SKDC, and its business as usual despite the recent departure of the Chief Executive, and the resignation of the Leader. We expect to have a new leader in place at the next full council meeting, and we anticipate no change in direction. The cinema in Grantham is now open and is thriving, I recommend that this be on everyone’s leisure agenda as it’s a great facility. There is still a priority to grow the economy and an ambition for new leisure facilities across the district. The food waste trial is shortly to change its collection method to investigate more efficient collection options, this is in line with the Lincolnshire waste Partnerships ambitions and the trials should influence the final method for collection. I am working very closely with DEFRA who have come to South Kesteven to see the success of our recycling initiative, and I hope that we can work with them to get this scheme out across Lincolnshire soon. Environment SK continues to thrive, as the districts company for grounds maintenance, and is always keen to hear from parishes or businesses where it can quote for work. In the same way, the council’s trade waste service is becoming incredibly popular, and we welcome all new clients. It’s a great way for small businesses to get their waste handled legally and cheaply. The big clean teams continue to be out and about, so keep feeding into the council big clean website if you have a grot spot that needs attention.

6) Disclosures of Interests. Cllr R Dixon-Warren (13d) – dispensation agreed for comment.

7) Risk Assessments. Matrix / policy to be updated – Cllr R Dixon-Warren. LCC Footpath has now been cut back.

8) Minutes. To resolve that the minutes of the meeting of the Council meeting held on 10th July 2019 be signed as a correct record. Cllr Blackbourn proposed, seconded Cllr Winn, all in agreement.

9) Matters arising from the Minutes 10 th July 2019. None / on agenda.

10) Administrative Report and Correspondence Received. LALC Conference – Cllr R Dixon-Warren will attend. Email from Cllr Davies (LCC) outlining recommendations for Highways 2020 contracts. Request for LCC to arrange for works to be done – overhanging tree near bus stop – ref 413095 and overgrown Footpath Chapel Street to Church Street – ref 4130938.

11) Invoices to be agreed for payment. Invoices paid inter meeting: Zurich Insurance £236.63, Agricultural & Environmental Business Consultants £255.60 (25th July) and £768.00 (24th August) New invoices: Parish Clerk Salary - £138.54 Parish Clerk Expenses - £63.97 Ladywell Accountancy - £48.00 Community Cleaner - £131.36 SKDC Uncontested Election Costs - £76.50 All above signed off by Cllr R Dixon-Warren, Cllr Blackbourn, all in agreement. Income Received: Mr Ewer (Shooting Rights) - £20.00

12) Planning Applications Update. S19/0994 – no representations to make.

13) Business Items:

a) Parish Councillor Vacancy – no interest at moment, keep advertising.

b) Haconby ‘Green’ – Tree coming down on 20th September. More messages re range of options. Council agreed support to the community but no further expenditure.

c) Parish Land. Legal assistance with conveyancing offered. Cllr R Dixon-Warren to provide background detail. Subject to information, consider support selling the land. Proposed Cllr Blackbourn, seconded Cllr P Dixon-Warren, all in agreement. Planned walk around last month, due to other commitments there are no days available to do this at the moment – look at scheduling for mid/late October. Will need to give tenants notice when date agreed.

d) Transfer of Responsibility for Churchyard Maintenance. Decision to be made at next meeting – Cllr Blackbourn will speak with current grass cutter re costs.

14) Any other Business. H&SPC Contact List – copy to be updated. Street Signs in the village – where do streets start and finish? Mail being misdirected. Agenda item for next meeting. Ratify extending Mr Ewer’s Shooting Permit until next year and permit rights. Proposed Cllr P Dixon-Warren, second Cllr Winn, all in agreement.

15) Date of Next Meeting. Wednesday 13 th November 2019 – 7.15 pm in the Hare & Hounds Public House. Working Group meeting date TBC. The meeting closed at 9.06 pm.

16) Closed Session. Discussion required on claim against Council. Proposed Cllr R DixonWarren, seconded Cllr Blackbourn, all in agreement.
