Annual Parish Council Meeting
Wednesday 15th May 2019 Following the Annual Parish Meeting
Present: Councillors Derek Bailey, Brian Blackbourn, Philippa Dixon-Warren, Richard Dixon-Warren, Janine Rayfield, David Winn
Parish Clerk – Mrs Wendy Gray
Also in attendance – One member of the public; County Cllr Martin Hill arrived during course of meeting
Apologies for absence: District Cllr Peter Moseley
1. Election of Chairman – Cllr D Winn proposed Cllr R Dixon-Warren as Chairman, seconded Cllr D Bailey, all in agreement.
2. Chairman’s Declaration and Acceptance – Cllr R Dixon-Warren accepted.
3. Election of Vice Chairman – Cllr R Dixon-Warren proposed Cllr B Blackbourn as Vice Chairman, seconded Cllr D Bailey, all in agreement, Cllr B Blackbourn accepted.
4. Receipt of Declarations of Acceptance of Office by Members – all documentation completed.
5. Declarations of Interest – None.
6. Minutes. To resolve that the minutes of the meeting of the APCM held on 1st May 2018 be agreed and signed as a correct record. Cllr B Blackbourn proposed, seconded Cllr P Dixon-Warren, all in agreement.
7. Review Committees. No Committees – take off agenda for next year.
a) Responsibilities.
b) Terms of Reference.
c) Members.
8. Review Inventory of Land and Assets.
Public Lands / Building Assets
9. Appoint Representatives to Outside Bodies.
Police – Cllr R Dixon-Warren
Neighbourhood Plan – Cllrs D Winn and B Blackbourn
10. Consider Payment of Annual Subscriptions.
a) LALC – all in agreement.
b) Black Sluice – all in agreement.
c) Insurance – 5 year plan
11. Adopt / Review Governing Documents:
a) Parish Information and Policy Guide, including Code of Conduct, Standing Orders and Policies.
b) Parish Emergency Plan.
All in agreement to update.
12. Forecast of Meetings 2019-2020
Wednesday – 10th July, 11th September, 13th November, 8th January 2019, 11th March and 13th May
13. Conclusion – meeting closed at 8 p.m.
