HACONBY & STAINFIELD PARISH COUNCIL MEETING

THURSDAY 9TH MARCH 2023 IN THE HARE & HOUNDS COMMENCING AT 7.15 P.M.

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

Laura Leyland, Dennis Sharman, David Winn

  1. Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed all to the meeting. 

 

  1. Public Questions, Comments or Representations.  No members of the public were present.

Defibrillator – on radar for checking.  Need to identify who owns, check working, training sessions, signage.

Damage to wall on junction Hall Road and West Road – report.

 

  1. Apologies for Absence.  Maisie McMahon (OPCC Safer Together Team).

 

  1. Updates – LCC/SKDC/Parish Council/Police.

LCC – no update.

SKDC – District Cllr R Dixon-Warren – Aveland Update circulated to all Cllrs.

Police – NPT update received and circulated.  Quarterly Neighbourhood Policing Priority Meeting held on Tuesday 7th – Aslackby Parish to be priority – anti-social behaviour.  Speeding – Team aware – more Police visibility around village.  Cllr Winn – should speed bumps be considered for our villages?  Look at Rumble Strips – Lincolnshire Road Safety Partnership. Speed Signs – you are doing 28 mph.  Cllr Leyland – get free apps on your phone. 

 

  1. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC), Cllr Sharman (Member, PCC).

 

  1. Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 12th January 2023 be signed as a correct record.  Cllr Blackbourn proposed, Cllr Winn seconded, all in agreement for Minutes be signed.

 

  1. Administrative Report and Correspondence Received. Civility and Respect Newsletter circulated to all Cllrs.

 

  1. Invoices.  Discuss and resolve payment and ratification as required.

Parish Clerk salary £243.54

Parish Clerk expenses £22.50

Henry Louth – Parish Land Work - £268.80

 

Cllr Winn proposed above payments are made, Cllr Leyland seconded, all in agreement for payments to be made.

 

Income Received since last meeting: Notification LCC payment making contribution to grasscutting.

 

  1. Planning Applications.  No new applications received.

 

  1. Risk Assessment Update.  Still on agenda – opportunity to talk about anything new.  ‘Fix My Street’ very effective.  Risk Assessment for Parish Land will be sorted in due course.

 

  1. Business Items:

 

  1. Coronation HM King Charles III 6 May 2023.  Discussions on how to celebrate, agree to follow up to find out if the Hare & Hounds is planning any event(s).  Parish Council agreed to contribute £250 towards Parish event(s).

 

  1. Parish Finance.  Full cost of maintaining closed Churchyard to be included in future budget to prepare for assumption of responsibility for maintenance – currently subsidise PCC 50% of cost (£525 in November 2022). 

 

  1. Parish Land

Draft update for tenants.  Decision on rents and rent review made at last meeting still stands, tenants will be told rent review will be considered in April 2024. 

Rent payment received from B Blackbourn.  Request for rent invoices to be sent out in April. 

Countryside Stewardship – consensus agreement to proposal for Plot 9 as set out in email: Council is eligible and would, through the tenants, have the fencing of Plot 9 repaired / refurbished at no cost if it agrees to security of tenure for at least two years from the agreement start date, and is prepared to take over the Countryside Stewardship agreement in the unlikely event of the tenancy ending within five years for this to go ahead.

Plot 5C Allotment Garden – former tenant sent a letter sent about meeting cost of plot being cleared.  Cllr Blackbourn advised if tenant does not clear plot a digger is required – possible cost £800 – Cllr Blackbourn will advise Council when work planned to be done.  Consensus agreement for work to be done and cost reclaimed if necessary.

 

  1. Parish Guide and Emergency Plan.  Link to be sent to Cllrs in due course on what we put on website to update.

 

  1. Grass Cutting and Community Cleaner.  Grass cutting put out to tender on 5 March on Facebook.  One speculative quote already received for 2023 grass cutting season.  Consensus to re-advertise post of Community Cleaner, noting that some public-spirited people in the Parish are routinely clearing litter from verges on their own initiative.  Consider an organised litter pick for the A15 layby – need SKDC support.

 

  1. BDUK Rural Gigabit Voucher Scheme.  Cllr Dixon-Warren went to a Quickline briefing in Morton, which outlined plan and engagement.  Quickline will mostly overlay existing lines and will consult with households on detail.

 

  1. Transfer of Responsibility for Churchyard Maintenance.  Defer until next meeting.  Aim to maintain in good and tidy condition, i.e. paths clear and grass cut.  Need to meet with PCC to discuss detail once SKDC advice on work remaining has been received – look towards April.

 

  1. Any Other Business.  Bus Shelter (next to 9 Hall Road) needs tidying up again, overgrown with ivy – need to get a contractor in to remove.  Suggestion for Parish Council walkabout when weather gets better.

 

  1. Date of Next Meeting.  Thursday 11th May 2023 at 7:00 pm in Hare & Hounds Public House – Annual Parish Meeting, Annual Parish Council Meeting and routine Parish Council Meeting.

 

  1. Closed Session.  No requirement to go into closed session.
