PARISH COUNCIL MEETING

FOLLOWING ANNUAL PARISH AND ANNUAL PARISH COUNCIL MEETINGS

THURSDAY 5TH MAY 2022 IN THE HARE & HOUNDS

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

  1. Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed everyone to the meeting. 

 

  1. Public Questions, Comments or Representations.  None.

 

  1. Apologies for Absence.  Parish Councillor Laura Leyland, Maisie McMahon (PCC Safer Together Co-ordinator for South and North Kesteven).

 

  1. LCC/SKDC/Parish Council/Police Update.  No report from LCC.

SKDC update: Highlight SKDC delivery of services to the public ‘out of hours’ and over bank holidays.  Include a CCTV operator whose diligence resulted in two arrests for offences in Bourne, one for burglaries and the other for weapons-related offences. Ukraine: SKDC as at Wed 4 May, 91 approved registrations of interest in sponsorship and 60 accommodation checks.

 

Police update as at 14 Mar 22: Every three months, Police listen to public concerns to determine priorities for the next three months. Priority for second quarter is: ‘Eclectic Scooters’ (believe mean ‘electric’).  Cllr Dixon-Warren invited to attend next NPT Priorities Meeting on 8 June 2022.  121 crimes were reported in BBNPT in February 2022. Majority in Bourne, 1 criminal damage and arson in Haconby

 

  1. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC), Cllr Sharman (Member, PCC).

 

  1. Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 10th March 2022 be signed as a correct record.  Cllr Blackbourn proposed, Cllr Sharman seconded, all in agreement for Minutes be signed.

 

  1. Matters Arising from the Minutes of 10th March 2022.  None.

 

  1. Administrative Report and Correspondence Received. Best Kept Village, Dog Fouling in Crops, Council Tax Banding enquiry.

 

  1. Invoices.  Discuss and resolve payment and ratification as required.

Rose & Louth (Parish Land) Clean-up - £504.00 – approved via email (in between meetings)

Parish Clerk salary £243.54

Parish Clerk expenses £22.50

Grass cutting £70.00

Cllr Blackbourn proposed above payments are made, Cllr Sharman seconded, all in agreement.

 

Income Received since last meeting:

  1. Planning Applications.

S22/0401 – Erection of dwelling on land adjacent to Greenacre, Elsthorpe Road, Stainfield – Application refused 14th April 2022.

Garage Development – Manor House, Church Street – email from resident – advising possible application.

 

  1. Business Items:

 

  1. Casual Vacancies.  Consensus – best way to encourage people to join the Council is to talk to them.  Council needs support from villagers – possible leaflet campaign.

 

  1. Parish Budget 2022-2023.  Cllr Blackbourn proposed, Cllr Sharman seconded, all in agreement – budget approved.

 

  1. Parish Land – Further work still to be done – 2 days’ work – Henry Louth on standby.  Cllr Blackbourn will advise when digger required.  All Parish Land invoices sent out.  Rent Review – look at for 2023.  Cllr Dixon-Warren proposed, Cllr Winn seconded, all in agreement.

 

  1. Parish Maintenance - Grass cut on Haconby ‘green’ 4 May attracted adverse comment – cut grass not cleared, green left looking untidy.  Expectation that grass would be cut with a mower and cleared, as done first time.  Action agreed: inform contractor, request made good in time for Platinum Jubilee weekend and request cut and clear by mower in future.

           

  1. Parish Operating Procedures/Workstreams.  Update to follow.

 

  1. Internal Updates – HM The Queen Platinum Jubilee / Churchyard / Broadband – Platinum Jubilee (noted no events in Haconby & Stainfield), Churchyard (tree survey in churchyard 10th May), Broadband (LCC update awaited – Cllr Dixon-Warren chasing).

 

  1. Any Other Business.  Cllr Dixon-Warren circulate notice on ‘Control of Dogs’ (keep on leash around farmland and clear up dog faeces), to be posted on noticeboard and Facebook.

 

  1. Date of Next Meeting.  Thursday 14th July 2022 at 7:15 pm in Hare & Hounds Public House.

 

  1. Closed Session.  Not required.
