HACONBY & STAINFIELD PARISH COUNCIL

ANNUAL PARISH COUNCIL MEETING FOLLOWING ANNUAL PARISH MEETING

THURSDAY 5TH MAY 2022 IN THE HARE & HOUNDS

 

Present: Councillors Richard Dixon-Warren (Chairman) Brian Blackbourn (Vice Chairman), Dennis Sharman, David Winn

  1. Election of Chairman.  Cllr Blackbourn proposed Cllr R Dixon-Warren as Chairman, Cllr Sharman seconded, all in agreement.

 

  1. Chairman’s Declaration and Acceptance.  Cllr R Dixon-Warren accepted.

 

  1. Election of Vice Chairman.  Cllr Dixon-Warren proposed Cllr Blackbourn as Vice Chairman, Cllr Sharman seconded, all in agreement, Cllr Blackbourn accepted.

 

  1. Co-option of New Councillor.  No new candidates.

 

  1. Receipt of Declarations of Acceptance of Office by Members.  All completed.

 

  1. Declarations of Interest.  Cllr Dixon-Warren (District Cllr SKDC and Secretary, Haconby with Stainfield Parochial Church Council (PCC)), Cllr Sharman (Member, PCC).

 

  1. Minutes.  To resolve that the Minutes of the meeting of the APCM held on 28th April 2021 be agreed and signed as a correct record.  Cllr Blackbourn proposed, Cllr Dixon-Warren seconded, all in agreement.

 

  1. Committees.  We do not need committees and are not going to form committees.

 

  1. Review Inventory of Land and Assets.  No change to ‘Details of Public Land and Building Assets’ published in the Parish Information & Policy Guide on Parish Council website.

 

  1. Appoint Representatives to Outside Bodies.  No representatives appointed.

 

  1. Consider Payment of Annual Subscriptions.

 

  1. Lincolnshire Association of Local Councils (LALC).
  2. Black Sluice Inland Drainage Board.
  3. Insurance – Zurich Municipal 5-year plan.

Cllr Dixon-Warren proposed annual subscriptions re a/b/c continue to be paid, Cllr Sharman seconded, all in agreement.

 

  1. Adopt / Review Governing Documents. 

 

  1. Parish Council Information & Policy Guide.  Cllr Dixon-Warren reported guide overdue an update – he will review and update as necessary.
  2. Parish Emergency Plan – informal review in 2021.  Haconby and Stainfield not in flood zone – EA will not send us Flood Updates.  Cllr Dixon-Warren will review and update as necessary.  Cllr Sharman proposed, Cllr Blackbourn seconded, Cllr Winn in agreement for Cllr Dixon-Warren to review and update items (a) and (b).

 

  1. Forecast of Meetings 2022-2023.

 

Thursdays at 7.15 pm – 14th July, 15th September and 10th November 2022, 12th January and 9th March 2023.

 

  1. Conclusion.  Meeting closed at 7.55 p.m.
