HACONBY & STAINFIELD PARISH COUNCIL MEETING
THURSDAY 11TH MAY 2023 IN THE HARE & HOUNDS FOLLOWING ANNUAL PARISH MEETING AND ANNUAL PARISH COUNCIL MEETING
Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),
Laura Leyland, Dennis Sharman, David Winn
Parish Clerk – Mrs Wendy Gray
- Chairman’s Introduction and Announcements. Cllr Dixon-Warren welcomed all to the meeting. Coronation celebrations went extremely well – thanks to Clare at Hare & Hounds. Nice to see everyone in the village being involved. Battle Britain Flight – Cllr Dixon-Warren will send letter of thanks on behalf of Parish Council for a brilliant display.
- Public Questions, Comments or Representations. No members of the public were present.
- Apologies for Absence. Maisie McMahon (OPCC Safer Together Team).
- Updates – LCC/SKDC/Parish Council/Police.
LCC – no update.
SKDC – District Cllr R Dixon-Warren – Aveland Update circulated to all Cllrs. Green bins stated emptied weekly – nothing done – stated every week – Cllr Dixon-Warren will check.
District Cllr to get SKDC to come and sort churchyard. Parish Council need to work with PCC ensure Church can be open. If do nothing tourists will not come – how do we entice visitors? Consider joint meeting at the Church to look at challenges and the cost and will make project that we take on and involve Church and Village as a whole. Village meeting 24th May at 7pmin the Church – more information to follow.
Police – Bourne and Stamford losing their PCSO’s.
- Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC), Cllr Sharman (Member, PCC).
- Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 9th March 2023 be signed as a correct record. Cllr Blackbourn proposed, Cllr Winn seconded, all in agreement for Minutes be signed.
- Administrative Report and Correspondence Received. –
Email received from Springwells Ambassadors – help from Parish Councils re new project (i.e. Volunteers) if know anyone who may be interested to contact them on 07881 415924.
- Invoices. Discuss and resolve payment and ratification as required.

Zurich Insurance (renewal) £258.74
Cllr Winn proposed above payments are made, Cllr Leyland seconded, all in agreement for payments to be made.
Income Received since last meeting:
Blackbourn Allotment rent – £240.00
- Planning Applications. No new applications received.
- Risk Assessment Update. Still on agenda – opportunity to talk about anything new. ‘Fix My Street’ very effective. Risk Assessment for Parish Land will be sorted in due course.
- Business Items:
- Coronation HM King Charles III 6 May 2023.
Brilliant day had by all.
- Parish Finance.
Cllr Dixon-Warren needs to sort bank account out (since local branch closed).
- Parish Land.
Letter/Invoices sent to Tenants - Decision on rents and rent review made at last meeting still stands, tenants will be told rent review will be considered in April 2024.
When weather dries up Henry will cut layby field. Still going to drain dyke, whilst diffing dyke out will do allotment bits.
Rubbish dumping – can be burnt in burning area.
Rota for Digger – someone else to be on site!
- Parish Guide and Emergency Plan. Link to be sent to Cllrs in due course on what we put on website to update.
- Grass Cutting and Community Cleaner.
Grasscutting (Mr Kirby) doing a good job. Litter – in response from last advert noticed people in the village coming out litter picking for us.
- BDUK Rural Gigabit Voucher Scheme.
Ongoing.
- Transfer of Responsibility for Churchyard Maintenance.
Lincolnshire Dioceses Plan – we will get to see the last of our Rector (given no churches to look after)
- Any Other Business.
Irresponsible Dog owners – dog fouling around village not helped by dogs not being on leads.
Overhanging vegetation.
- Date of Next Meeting. Thursday 6th July 2023 at 7:15 pm in Hare & Hounds Public House.
- Closed Session. No requirement to go into closed session.
The Meeting closed at 8.40 pm.
