HACONBY & STAINFIELD PARISH COUNCIL

PARISH COUNCIL MEETING

THURSDAY 29TH SEPTEMBER 2022 AT 7.15 P.M.IN THE HARE & HOUNDS

 

Present: Councillors Richard Dixon-Warren (Chairman), Brian Blackbourn (Vice Chairman),

Laura Leyland, Dennis Sharman, David Winn

  1. Death of HM Queen Elizabeth II and Accession of HM King Charles III.  1 minute’s silence (May she rest in peace), God Save the King.

 

  1. Chairman’s Introduction and Announcements.  Cllr Dixon-Warren welcomed everyone to the meeting. 

 

  1. Public Questions, Comments or Representations.  No members of the public present.  Defibrillator on side wall not working – further discussion required – consider signage advertising where sited and a training session.

 

  1. Apologies for Absence.  None.

 

  1. LCC/SKDC/Parish Council/Police Update.  No report from LCC.  No update from Police, Cllr Dixon-Warren will keep the parish updated.  SKDC – cost of living, help and support document worth looking at.  Police Priorities – if we do not tell Police what our priorities are they cannot be expected to do anything!!  Speeding – discussion on speeding in Haconby.

  1. Disclosures of Interests. Cllr Dixon-Warren (District Councillor SKDC and Secretary, PCC), Cllr Sharman (Member, PCC).

 

  1. Minutes. To resolve that the Minutes of the meeting of the Council meeting held on 14th July 2022 be signed as a correct record.  Cllr Blackbourn proposed, Cllr Sharman seconded, all in agreement for Minutes be signed.

 

  1. Matters Arising from the Minutes of 14th July 2022.  None.

 

  1. Administrative Report and Correspondence Received.

Preparing for Remembrance – discussion and agreement reached to purchase RBL ‘Tommy’ silhouette(s) and site on Haconby ‘green’.

SKDC Interim Review of Polling Stations – not applicable to Haconby and Stainfield.

SKDC Consultation (CTS) scheme i.e. Proposed Council Tax Support Scheme 2023/2024

‘Civility and Respect’ – discussed, consensus in favour.

 

  1. Invoices.  Discuss and resolve payment and ratification as required.

Parish Clerk salary £243.54

Parish Clerk expenses £22.50

Grass cutting £70.00

Rose & Louth £120.00

Cllr Winn proposed above payments are made, Cllr Sharman seconded, all in agreement for payments to be made.

Discussion on moving funds to deposit account to take advantage of increased bank interest, maintaining sufficient for operating expenses in current account.Consensus in favour.

 

Income Received since last meeting: £270.00 – Parish Land Rent

           

  1. Planning Applications.

S22/1237 – Prior Approval under Part 3 Class Q for Change of Use of existing agricultural building to one dwelling and elevational alterations at 26 Chapel Street – Details Refused 26th August 2022.

S22/0918 – Section 73 application to vary condition no. 2 (approved plans) of decision S17/1546.  Amendments to approved plans include removal of annexe from scheme at 26 Chapel Street - Planning Permission Granted 15th September 2022.

 

  1. Risk Assessment Update – Cllr Dixon-Warren advised half drafted – will endeavour to complete before next PC meeting.

 

  1. Business Items:
    1. Parish Land.  Cllr Blackbourn reported – some dykes / ditches are in a mess and need clearing, others are in a good state. Contractor still has to clear the dykes and drag out November onwards, and clear rubbish on Plots 1 / 2.  Needs to be cut before start to flail footpath.  Need access to hedge in Plot 5C – liaise with Garden Allotment tenant – Action Cllr Dixon-Warren.  Need to inform tenants of dyke clearance when planned.  Follow up potential tenant for one of Plot 5 sections. 

 

  1. Grass Cutting and Community Cleaner.  Need to re-advertise Community Cleaner role – question who is going around cleaning up along Main Road!!

           

  1. BDUK Rural Gigabit Voucher Scheme.  Nothing done since last meeting – need to re survey.  Cllr Dixon-Warren will draft note for minutes, Cllr Leyland to put another update on facebook – action Cllr Dixon-Warren.

 

  1. Transfer of Responsibility for Churchyard Maintenance.  PCC working on what must be done and follow up to work recommended in NKDC tree survey.  Will require SKDC assistance in determining when churchyard is condition required or Parish Council to assume responsibility.  Work in progress.

 

  1. Anglian Water Proposals for Two New Reservoirs.  Proposed site north of South Kesteven’s northern boundary – not expected to affect Haconby and Stainfield.

 

  1. Proposed 30 mph Speed Limit in Stainfield.   Consultation starts imminently.  If agreed and imposed, seek to arrange speed checks in Stainfield.  Discussion on speed limit reminder notices and cost of speed indication devices (SIDs).

 

  1. Any Other Business

Cllr Winn reported metal detectorists in Hacconby Fen discovered hoards of Roman Coins during an organised ‘Just Detect’ event.

 

  1. Date of Next Meeting.  Thursday 10th November 2022 at 7:15 pm in Hare & Hounds Public House.

 

  1. Closed Session.  No requirement to go into closed session.
