HACONBY & STAINFIELD PARISH COUNCIL MEETING

TUESDAY 6TH MARCH 2018

COMMENCING AT 7.15 P.M.

Present: Councillors David Winn (Chairman), Derek Bailey, Brian Blackbourn, Jonny Blackbourn, Philippa Dixon-Warren, Richard Dixon-Warren, Charlotte Gutsell, Wendy Gray (Parish Clerk)

No members of the public were in attendance

1) Chairman’s Introduction and Announcements. Chairman welcomed everyone to meeting.

2) Apologies for Absence. District Cllr Dr Peter Moseley (see emailed report below), County Cllr M Hill.

3) Police / PCSO Report / Neighbourhood Policing Update. PCSO Sandra Brommell, Bourne Police Station: Update on spate of local burglaries (Rippingale) – two arrests, suspects bailed. New contact details and advertisement for Lincolnshire Police Volunteer Cadets left with Council to put on noticeboards / website. In January 104 crimes were reported in the neighbourhood – one in Hanthorpe Road, Stainfield. New Neighbourhood Inspector appointed – Inspector Ian Martin (ian.martin@lincspolice) Working with Mobile Library. Working with Trading Standards re scams – elderly giving away information over the telephone. New shift patterns agreed. Rural Crime Updates 2018 – 29% reduction in Hare Coursing this year.

4) Public Questions, Comments or Representations. None.

5) LCC Update. Cllr Martin Hill – no report.

6) SKDC Update. Cllr Dr Peter Moseley via email:

1. We passed the budget, and there is a £5 Band D increase this year.

2. Part of the budget is for the continued investment in the Big Clean, which comes under my portfolio. I have been clear to keep this, and it should cater for 4 team days in Haconby & Stainfield. Items can still be added with the mapping system on our website, but you could also write in with your requests. For example, if you want the teams to concentrate on litter between villages, then let them know. If you have paths that have overgrown, then again, give them this information.

3. We have included money in our budget for an enforcement team. It is hoped that these will be able to contribute to reducing village dog fouling when they are established.

4. The Grantham cinema complex is under way.

5. We are working with InvestSK and the council to establish a rural business hub, to provide the transition and support for small rural businesses in Aveland. The Rippingale business breakfast club is leading this, and I am a founder member. We welcome business people across the ward and meet every third Thursday at 8am in the Bull for breakfast and talks/planning.

6. If Haconby & Stainfield have any aspirations that they believe SKDC can contribute, then please let me know. I am always happy to help. 

7) Disclosures of Interests. None.

8) Risk Assessments. a) Update on areas. List provided for Parish Clerk to report. Discussion on potholes reported and not yet repaired – request for traffic cones as markers.

9) Minutes. a) To resolve that the minutes of the meeting of the Council meeting held on 9 th January 2018 be signed as a correct record. Cllr P Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour.

10) Matters Arising from the Minutes – 9 th January 2018. None.

11) Administrative Report and Correspondence Received. Cllr R Dixon-Warren reported that he had mislaid the receipt for the RBL Remembrance Sunday wreath. He will arrange to obtain copy of original receipt for Council records. Afternote: receipt found. General Data Protection Regulation (GDPR) Update. 13) Planning Applications Update. One planning application received between meetings:

a) S18/0207 – erection of two storey side extension, single storey rear extension and front porch at Woodview, Elsthorpe Road, Stainfield, PE10 0RS. Parish Council responded “Haconby & Stainfield Parish Council has considered application S18/0207 for development within its parish area. It assesses that the development is in the public interest.”

14) Business Items:

a) Budget.

i) To discuss and resolve (as required) the budget for 2018-19 to inform auditors and the public on spending plans. Cllr D Winn had drawn up provisional budget a copy of which was given to Parish Clerk and all Cllrs. Access Road – comes under normal maintenance which has been done. Fencing – depends on tenants – has been done, tenants to do – we do not need to look at this moment in time. Costs of gate and posts (layby). Tenants contracts.

b) Parish Land.

i) To ratify the Phase 1 maintenance decision taken in February 2018. Cllr R DixonWarren proposed, seconded Cllr B Blackbourn, all in favour.

ii) To confirm and resolve the updated temporary policy for inclusion in the Parish Guide, set for adoption at the Annual Parish Council Meeting on 1 st May 2018. Raised draft, cannot resolve until we see contracts (i.e. two intertwined).

iii) To arrange a meeting with tenants to discuss policy and contracts. Date still to be agreed. Agreed to provide an update in the interim. Cllr R Dixon-Warren will contact land agent to follow up contracts. Aim to hold a meeting before end of March for new policy to be put in place.

c) Haconby Horse Chestnut Tree.

i) To discuss recommendations made in the LCC Arboricultural Officer‟s report and resolve the future of the tree accordingly. All Cllrs happy to go with recommendations of the Tree Surgeon. Parish Clerk to go back to previous contractors to obtain updated quotes, safety and due care doing everything from H&S perspective. Resolved email decision on maintenance of tree up to maximum of £1000. Proposed Cllr B Blackbourn, seconded Cllr R Dixon-Warren, all in favour.

ii) To discuss and resolve the communications strategy on any resolution, to inform Haconby residents. Pending decision on (i) above.

d) Parish Guide.

i) Update on the review of the Parish Guide, set for adoption at the Annual Parish Council Meeting on 1st May 2018. Discussion on appointing a representative for social media – to be considered, no decision. Appendix 1 attached.

e) Maintenance.

i) Discuss LCC and SKDC clarification on responsibility for and cost of grass cutting, and resolve (as required). Cllr Bailey proposed we take on responsibility from LCC for grass cutting, Cllr R Dixon-Warren seconded, all in favour. Cllr B Blackbourn will look into finding someone to do grass cutting. Parish Clerk to advise LCC.

ii) Discuss and resolve (as required) maintenance of the bus shelter. Agreed need to clarify extent of Council‟s responsibility i.e. owner of the land to clear or give Parish Council permission to do so. Parish Clerk to contact SKDC and insurance company.

iii) Discuss and resolve (as required) notification of residents‟ requirement to trim vegetation that overhangs or obstructs pavements and roads. Notice for noticeboards/face book etc advising what not allowed to do. Cllr R Dixon-Warren will draft notice, proposed Cllr B Blackbourn, seconded Cllr J Blackbourn, all in favour.

iv) Discuss and resolve (as required) renovation of Parish noticeboards. Done.

f) Community Cleaner.

i) Update on interested party, and discussion on contract and areas to be cleaned. Two Parish Cllrs to meet with interested party – 10.30 a.m. Friday 9th March at Rippingale Village Hall.

g) Community Speed Watch.

i) Discuss and resolve (as required) options to join the Lincolnshire Road Safety Partnership Community Speed Watch scheme. Proposed Cllr R Dixon-Warren, seconded Cllr Winn, all in favour that the Council engage with this scheme.

ii) Cllr R Dixon-Warren to request a survey (at a cost of £40) with a view to buying up to six highly visible Passive Notices to selectively reinforce residential speed limits where speeding is a problem during busy times (particularly harvest). 

h) Churchyard Maintenance.

i) Discuss and resolve (as required) support to the Parish Harvest Supper on 22 October 2018. Cllr R Dixon-Warren proposed, seconded Cllr J Blackbourn, all in favour of Parish Council support for this event, which would help in further improving relationships. Cllr R Dixon-Warren will request further information.

ii) Churchyard Maintenance – closure of churchyard. Decision on Parish Council taking responsibility has not yet been taken – agreement to correct any misconceptions. Cllr R Dixon-Warren will keep the Council advised.

i) Emergency Plan and Community Resilience.

i) The following brief was taken as read: “The Parish Resilience Training Evening scheduled for 13 February was cancelled at short notice by LCC Business Continuity & Emergency Planning. It would have been well timed, given the arrival of the „Beast from the East‟ on 27 February. The Lincolnshire Strategic Co-ordination Group was activated to co-ordinate the multi-agency response to this event, which was declared a „critical incident‟. The emergency services, farming and voluntary communities, armed forces and individual citizens all supported this response. The Haconby and Stainfield parish area was less affected by snow and ice than communities to both north and south, although some individual activities and journeys were disrupted. It was not considered necessary to activate the parish emergency plan. Parish resilience notwithstanding, the plan remains incomplete in some details and is overdue review. It is therefore intended to review and update the plan in July 2018, and to validate it at a Parish Resilience Training Evening in October / November 2018.”

15) Any Other Business. Items for next meeting and issues / points arising from discussion for future discussion / resolution. a) Before gate is put in – get post(s) in, leave for a day before fixing gate. Cllr B Blackbourn will email Cllrs with date for works to be done.

16) Date of Next Meetings. Annual Parish Meeting, Annual General Meeting and Parish Council Meeting on Tuesday 1 st May 2018 at 7:15 pm in the Hare & Hounds Public House.
