HACONBY & STAINFIELD PARISH COUNCIL

PARISH COUNCIL MEETING

WEDNESDAY 14 TH NOVEMBER 2018

COMMENCING AT 7.15 P.M.

Present: Councillors David Winn (Chairman), Derek Bailey, Brian Blackbourn, Jonny Blackbourn, Philippa Dixon-Warren, Richard Dixon-Warren (Vice-Chairman) Parish Clerk – Mrs Wendy Gray

Also in attendance – District Cllr Peter Moseley, PC Jason Possnett and VPCSO Darren Gwither, County Cllr Martin Hill, no members of the public were present

1) Chairman’s Introduction and Announcements. Chairman welcomed everyone to meeting.

2) Apologies for Absence. None.

3) Police/PCSO Report/Neighbourhood Policing Update. Crime report – knocking doors selling dusters etc. – pedlar’s licence required, nothing further to be done. Panel meeting 12th November – notes follow. Use ‘Crimestoppers’ number (0800 555 111) in addition to ‘101’. ‘Eddie Van’ will be in Bourne 22 December Bourne Xmas Market.

4) LCC Update. Not lot to report – on top of highways situation, Stainfield all pot holes fixed. Excellent job done by contractors. Been given another £13.7M for potholes by the government, money to be spent by 30th March. Looking at reinstating 3 cuts of the verges for next year. Will continue cleaning all gulleys each year and hope to do more work on the roads. Will include green in the schedule - currently looking into archives re the green – in my opinion not highways land. Do not own the Tree. Who has responsibility? Winter policy – bag of grit delivered!! LCC going to increase weed spraying frequency.

5) SKDC Update. Pleased to hear LCC doing annual clean, will fit in well with Little Clean, have 2 teams spending 2 days in each village, further money to continue next year. Grounds maint contract being brought in house – looking at 1st March. SKDC will be announcing winners of Best Kept Village on 22nd November. CPRE commented how excellent our villages looked when they came to judge. Enforcement Officer (1) re litter and dog fouling (issued 150 fines over the last 3 months, looking at having 2/3 people across the district. Question – on cleaning day request for bus shelter to be cleaned – advised to look at website to see when next in the village and request well beforehand.

6) Disclosures of Interests. Cllr R Dixon-Warren item 13f – request agreed for Cllr R DixonWarren as secretary of PCC to give report.

7) Risk Assessments. Tree Subsidence by the Crossroads Haconby House Drain end of Chapel Street on Southern Side

8) Minutes. To resolve that the minutes of the meeting of the Council meeting held on 19th September 2018 be signed as a correct record. Cllr B Blackbourn proposed, seconded Cllr J Blackbourn, all in favour.

9) Matters Arising from the Minutes – None.

10) Administrative Report and Correspondence Received. SKDC Precept 2019-2020

11) Invoices to be agreed for payment.

12) Planning Applications Update. Planning application re potato store – Parish Council requested application be delayed. Register dismay that SKDC Planning did not communicate with the Council before decision was made - no indication that SKDC carried out any investigations at all.

13) Business Items:

a) Budget/Precept – Budget to be prepared and circulated.

b) Parish Councillor Vacancy – only one application received - Cllr R Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour that Mrs J Rayfield is co-opted onto the Parish Council.

c) Haconby ‘Green’ and Horse Chestnut Tree. See Cllr Hill’s comments under his LCC report. Tree – consensus for a second inspection by Nigel Sardeson LCC, who inspected 2 years ago and reported requirement to reduce crown by 30% and predicted a 10 year life for the tree. Need to understand extent of the rot informally identified by a tree surgeon recently. Need also to clarify situation with unclaimed land – LCC Highways does not own the green and it is not registered with HM Land Registry. May need to accept that this may not be resolved.

d) Maintenance/SKDC “Little Clean”. Bus shelter etc. – overhanging vegetation on same side of road – LCC! Opposite Hare & Hounds.

e) Parish Land.

i) Update on resolutions at Extraordinary Meeting on 10th October 2018 and resolve further action as required. Agreed to follow up on legal contact, cash cheque, arrange hedge cutting, agility equipment and follow up on environmental impact of fires. 

ii) Update on ‘missing acre’ and resolve action as required. Further letter sent via Cllr Hill – allow time for a response – further chase up for January meeting if no response forthcoming.

f) Transfer of responsibility for Churchyard Maintenance. Secretary of PCC served notice on PC (12months) – at 3 month stage need to decide what we are going to do i.e. accept or transfer on to SKDC.

g) GDPR Compliance. - Update and resolve action as required once further clarification received from LALC – Parish Clerk to ascertain if LALC undertaking same as CAPALC.

14) Any other Business. None.

15) Date of Next Meeting. Wednesday 16 th January 2019 – 7.15 pm in the Hare & Hounds Public House. Working Group meeting Wednesday 9th January at 7 p.m.
