PARISH COUNCIL MEETING

TUESDAY 1ST MAY 2018

FOLLOWING THE ANNUAL GENERAL MEETING

Present: Councillors David Winn (Chairman), Derek Bailey, Brian Blackbourn, Jonathan Blackbourn, Philippa Dixon-Warren, Richard Dixon-Warren (Vice-Chairman) Parish Clerk – Mrs Wendy Gray

Also in attendance – County Cllr Martin Hill

1) Chairman’s Introduction and Announcements. Chairman welcomed everyone to meeting.

2) Apologies for Absence. Cllr C Gutsell, District Cllr Dr Peter Moseley (see emailed report below).

3) LCC Update. Cllr Martin Hill – Haconby Fen – resurfacing works to commence 14th May (4 days). Currently filling up to 250 potholes per week – in middle of roads is a priority. Bigger and more difficult problem is on edge of roads. Putting extra money into highway funds to help resolve problems. Continuing with reports on website, looking at reviewing walkabouts around the villages. Grasscutting has started earlier this year (already started in this area) start late April finish during June. New Chief Executive appointment – commencing in July. Haconby Village Green – following up 1967 letter provided by Parish Council, which should be a solution.

4) SKDC Update. Cllr Dr Peter Moseley via email: SKDC are entering every village in the district into their own best kept village competition. This is a direct result of the success of the Big Clean last year. We hope villages will enter into the spirit of this, this is being done in conjunction with the Campaign for the protection of Rural England. We will be giving prizes and winners could be entered into the county and national competitions should they win. Big Clean teams will be out and about again this year so keep plugging in your grot spot issues into our Big Clean website. We are currently employing enforcement officers to enforce our newly adopted envirocrime policy, again on the back of the Big Clean and changes in government legislation. We hope that some time can be spent in the villages tackling the scourge of dog fouling. The fixed penalty for dog fouling will be £100. Food Waste Collections – some constituents of Aveland have been invited to participate in a food waste collection trial. Check out the SKDC website for more information.

5) Disclosures of Interests. None.

6) Risk Assessments. Dealt with. House on corner re overgrown vegetation – Cllr R Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour that a letter and copy of our policy is sent to the resident. Community Cleaner D Knibbs commenced work today. All rubbish removed from side of allotments 

7) Minutes.

a) To resolve that the minutes of the meeting of the Council meeting held on 6 th March 2018 be signed as a correct record. Cllr P Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour.

8) Matters Arising from the Minutes – 6 th March 2018. None.

9) Administrative Report and Correspondence Received. Privy Council Office – Notice of Representations re burials in St Andrew’s Churchyard, Haconby. Facebook (grasscutting) – comments received, responses provided. ElanCity – Special Offer re Evolis Radar Speed Sign Letters sent to Cllr M Hill re Haconby Village Green and Haconby & Stainfield Parish Land Parish Land – policy queried, Council will respond.

10) Invoices to be agreed for payment. Cllr P Dixon-Warren proposed and Cllr J Blackbourn seconded that payments be approved, all in favour: Community Lincs, Insurance Renewal - £236.64 Wendy Gray, Parish Clerk salary - £138.74 HMRC - £34.60 Wendy Gray, Parish Clerk expenses - £23.24 Black Sluice Drainage Rates - £59.85 Income Received: SKDC Precept - £1,549.36 SKDC Community Cleaner (half year) - £407.16

11) Planning Applications Update. No new planning applications received.

12) Business Items:

a) Haconby Horse Chestnut Tree.

i) To resolve selection of contractor to reduce the tree’s crown by 30% and reshape it.

ii) To ratify decision to write to LCC to clarify Parish and County Council responsibilities. Cllr P Dixon-Warren proposed that we hold off until further information received from LCC pending LCC decision on ownership of land, seconded Cllr D Bailey, all in agreement.

b) Maintenance. Discuss maintenance issues (bus shelter, overhanging vegetation and grass cutting) and resolve action as required. Quotation received from D Knibbs re cutting LCC areas – Cllr D Bailey proposed that we accept the quote, seconded Cllr D Winn all in favour. Overgrown vegetation onto footpath - letter and our policy to be sent to resident in Hall Road.

c) Parish Land.

i) To ratify decision on renting Plot 5 as two leisure plots and one allotment garden - Cllr R Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour.

ii) To ratify decision to seek clarification on Plot 10 and to initiate a rent review – Cllr B Blackbourn proposed, seconded Cllr D Bailey all in favour. Re Plot 5 (area needs to be cut and rolled – PC to pay) proposed Cllr D Winn, seconded Cllr B Blackbourn, all in favour that we approach Mr Sneath to cut and roll. 3 d) Neighbourhood Plan. No further Update.

13) Any Other Business. Items for next meeting and issues / points arising from discussion for future discussion / resolution. Next Working Group meeting 13th July.

14) Date of Next Meeting. To be agreed (Wednesday 18th July) – 7.15 pm in the Hare & Hounds Public House
