HACONBY & STAINFIELD PARISH COUNCIL ANNUAL PARISH COUNCIL MEETING

TUESDAY 1ST MAY 2018

FOLLOWING THE ANNUAL PARISH MEETING

Present: Councillors Derek Bailey, Brian Blackbourn, Jonathan Blackbourn, Philippa DixonWarren, Richard Dixon-Warren, David Winn Parish Clerk – Mrs Wendy Gray

Also in attendance – 1 member of the public,

County Cllr Martin Hill arrived during course of meeting

Apologies for absence: Cllr C Gutsell, District Cllr Peter Moseley

1. Election of Chairman – Cllr R Dixon-Warren proposed Cllr D Winn as Chairman, seconded Cllr B Blackbourn, all in agreement.

2. Chairman’s Declaration and Acceptance – Cllr D Winn accepted, documentation completed and signed.

3. Election of Vice Chairman – Cllr D Winn proposed Cllr R Dixon-Warren as Vice Chairman, seconded Cllr B Blackbourn, all in agreement, Cllr R Dixon-Warren accepted, documentation completed and signed.

4. Review Committees.

a) Responsibilities.

b) Terms of Reference.

c) Members. Parish Land – all Cllrs agreed full Parish Council to deal NO specific committee.

5. Review Inventory of Land and Assets. Parish Land valued at £1000 for 22 acres. Cllr R Dixon-Warren will make enquiries re price min per acre. Bus Shelter valued at £5,500.

6. Appoint Representatives to Outside Bodies. Police – Cllr R Dixon-Warren Neighbourhood Plan – Cllrs D Winn and B Blackbourn Parent School Governor – check with Cllr C Gutsell!

7. Consider Payment of Annual Subscriptions.

a) LALC – all in agreement.

b) Black Sluice – all in agreement.

c) Insurance – 5 year plan Cllr D Bailey proposed, seconded Cllr R Dixon-Warren, all in agreement.

8. Adopt / Review:

Parish Information and Policy Guide, including:

a) Code of Conduct – use short version by DCLG.

b) Standing Orders – logical format, grouped like for like etc.

c) Policies:

1) Parish Clerk

2) Financial Regulations

3) Planning

4) Filling Casual Vacancies in the Parish Council

5) Parish Land

6) Shooting Rights

7) Grass Cutting

8) Claims for Travel and Subsistence Expenses

9) Communications and Social Media

10) Community Cleaner

11) Data Protection (pending revisions for GDPR)

12) Discipline, Grievances and Complaints

13) Equality and Diversity

14) Handling Freedom of Information Requests

15) Health & Safety

16) Risk Assessment Items 8(c) 1 – 16 accepted, proposed Cllr D Winn, seconded Cllr J Blackbourn, all in agreement.

9. Forecast of Meetings 2018-2019. Wednesday – 18th July, 12th September, 14th November, 16th January 2019, 20th March and 15th May

10. Conclusion – meeting closed at 8.15 p.m.
