PARISH COUNCIL MEETING
WEDNESDAY 19TH SEPTEMBER 2018
COMMENCING AT 7.15 P.M.
Present: Councillors David Winn (Chairman), Derek Bailey, Brian Blackbourn, Philippa Dixon-Warren, Richard Dixon-Warren (Vice-Chairman) Parish Clerk – Mrs Wendy Gray
Also in attendance – District Cllr Peter Moseley, PC Jason Possnett and VPCSO Darren Gwither, no members of the public were present
1) Chairman’s Introduction and Announcements. Chairman welcomed everyone to meeting.
2) Apologies for Absence. Cllr J Blackbourn
3) Police/PCSO Report/Neighbourhood Policing Update. No reported incidents in July. Report of sales person going door to door – gave 101 a call as should have Pedlars Licence (not sure) did not have ID. Now have EddyVan (like big TV) going around highlighting what to be aware of. Envelopes being posted through doors (only appeared in Haconby) at the moment. Brought information on Community Speed watch for us to consider. PCSO’s will have powers to ticket drivers speeding, on mobile phones, no seat belts – awaiting agreement by Chief Constable. Parking – ongoing issue – balance to be struck between obstruction and servicing town’s retail and other outlets. Neighbourhood Police Panel Meeting scheduled for 12th November.
4) LCC Update. No report.
5) SKDC Update. Parking – on street parking is LCC, off street parking is SKDC. Enforcement Officer working in the district re dog fouling etc. Have issued in excess of 50 lottery tickets. Grounds maintenance being brought back in house effective from 1st March 2019. It is expected some Glendale staff will transfer to SKDC. ‘Gravity Fields’ starts this weekend. ‘Little Clean’ team (‘Big Clean’s’ little brother) dates for villages advised. Trade Waste Scheme still going well. CPRE furnished with village assessments for Best Kept Village Competition – awaiting results. Cinema (Grantham) – working progressing well. Rural Business Hubs – have 30 local businesses many from Rippingale – meet 3rd Thursday every month at 8 am at The Bull Inn, Rippingale – excellent breakfast and speakers. SKDC pushing for super high-speed broadband – mobile phone signal not doing very well around Haconby. Enviro signs (near Parish Land Footpath – Cllr Moseley will drop some off (10). Fly Tipping – not allowed to put camera up until get Court Order. Fly tipping is done across the district – travellers on the increase!
6) Disclosures of Interests. Cllr Bailey (13c(i) (Parish Land tenant) – dispensation given for DB to remain. Cllr R Dixon-Warren 13d (PCC Secretary) – dispensation given for RDW to remain.
7) Risk Assessments. Major number of potholes have been filled, a few remain in the Stainfield area. Area of subsidence prior to pavement near Bus Shelter – LCC. Boulders on verge Chapel Street encroaching on verge.
8) Minutes. To resolve that the minutes of the meeting of the Council meeting held on 25th July 2018 be signed as a correct record. Cllr R Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour.
9) Matters Arising from the Minutes – 25th July 2018. Re advertise Vacancy for a Councillor.
10) Administrative Report and Correspondence Received.
11) Invoices to be agreed for payment. Cllr P Dixon-Warren proposed and Cllr D Bailey seconded that payments be approved, all in favour.

12) Planning Applications Update. S18/1540 – response “no observations to make.” S18/1560 – response “Haconby & Stainfied Parish Council have raised the following: Concerns about environmental conditions in connection with the above application - have environment regulations been met? Has permission been granted for the siting of 2 mobile homes?
13) Business Items:
a) Haconby Horse Chestnut Tree. Action propose and resolve get arboriculturalist to produce report and get LCC to action report as owner of the green. Health and Safety issue, safety of Haconby villagers. Winter is coming, need report on tree – LCC to be informed we have had report from independent tree surgeon that tree is potentially dangerous. Cllr B Blackbourn proposed, P Dixon-Warren seconded, all in favour.
b) Maintenance. Subsidence at the Bus Shelter. Asked for signs on Dog Fouling. Cherry Tree down Northern end of Parish needs trimming down. Section wall near Mr Tuckers gate (damaged during roadworks). SKDC – Hall Road – damage is on Main Street opposite No. 15 Cllr B Blackbourn will confirm.
c) Parish Land.
i) Ratify approval of Common Law and Farm Business Tenancy agreements drafted by Longstaff & Co, and adoption for use. Cllr R Dixon-Warren proposed, seconded Cllr B Blackbourn, all in favour.
ii) Resolve action to be taken in the event of tenant refusal to sign the new agreement – agreed that Cllr R Dixon-Warren will speak with Longstaff & Co in the first instance, on whose advice Council will consider drafting a response to tenant. Agreed to be prepared to call an Emergency Meeting to discuss current Parish Land issues – provisional date 26 September.
iii) Ratify agreement for flexibility on a case by case basis with Parish Land policy on maintenance. Proposed Cllr D Bailey, seconded Cllr P Dixon-Warren, all in favour.
iv) Ratify agreement to decide a programme for trimming hedges and a standing authority to task a contractor for this purpose when required. Proposed Cllr D Bailey, seconded Cllr P Dixon-Warren, all in favour.
v) Update on ‘missing acre’ and resolve action as required. Have no update at this moment in time.
d) Transfer of responsibility for Churchyard Maintenance. Cllr R Dixon-Warren as PCC Secretary has served 12 months’ informal notice of 3 months’ statutory notice of PCC’s request for Parish Council to take on responsibility for maintenance of the closed churchyard on 20 August. The Council now has the best part of year to decide what to do.
e) Road Safety. 2 signs have gone up, 4 more to place.
f) GDPR - Update and resolve action as required.
1)To develop a Data Map for subsequent adoption.
2)To adopt the LALC-proposed Data Protection Policy, Subject Access Request Procedure, Data Breach Policy, Records Retention Policy and Privacy Notices (previously circulated).
3) To complete Security Compliance Checklists from all councilors.
4) To investigate Council registration as a Data Controller with the ICO and, if necessary, to resolve that the Council registers with the ICO and pays the relevant Data Protection Fee. No further action at this time. g) SKDC “Little Clean” 25th October. Information to be sent out asking if anyone wants to help i.e. Facebook/Noticeboards. Proposed Cllr R Dixon-Warren, seconded Cllr B Blackbourn, all in favour.
14) To resolve whether the Council move into closed session. None.
15) Any other Business. None.
16) Date of Next Meeting. Wednesday 14 th November – 7.15 pm in the Hare & Hounds Public House
